Job Overview

We are seeking an experienced and highly skilled

Senior HSE Officer

to join our high-rise construction team in Dubai. The ideal candidate must have

extensive UAE experience (minimum 8 years)

working on high-rise/tower projects and hold a

NEBOSH Level 6 qualification (mandatory)

. This role requires strong technical knowledge of UAE regulatory requirements, site safety practices, and contractor management within large-scale construction environments.

Key Responsibilities

Implement and enforce project

HSE policies, procedures, and safety plans

across high-rise construction sites. Conduct daily site inspections to proactively identify hazards and ensure immediate corrective and preventive actions. Oversee high-risk activities including

work at height, scaffolding, lifting operations, facade works, and crane operations

. Deliver

toolbox talks, safety inductions, emergency preparedness training

, and HSE awareness sessions for workers and subcontractors. Prepare, manage, and maintain safety documentation including

Risk Assessments (RA), RAMS, Permit-to-Work (PTW)

, incident reports, and emergency plans. Ensure full compliance with UAE regulatory authorities including

Dubai Municipality, Trakhees, Civil Defense, OSHAD

, and other safety bodies. Support investigation of accidents, incidents, and near-misses by conducting root-cause analysis and recommending corrective actions. Coordinate and conduct

emergency drills, evacuation plans

, and ensure readiness of firefighting and safety equipment. Review subcontractor HSE compliance, method statements, and risk assessments to ensure alignment with site requirements. Prepare and submit

daily, weekly, and monthly HSE performance reports

to project management.

Requirements

NEBOSH Level 6 Qualification (Mandatory)

Diploma or Bachelor's degree in

Safety, Engineering, or related field

Minimum 8 years of UAE experience

working with contracting companies on

high-rise / tower construction projects

Strong knowledge of UAE HSE regulations (OSHAD, Dubai Municipality, Trakhees, Civil Defense) Hands-on experience managing high-risk construction activities including work-at-height, scaffolding, lifting, and facade installation Excellent communication skills in English; Hindi/Urdu preferred for site workforce coordination Strong ability to lead safety initiatives, influence site teams, and enforce compliance
Job Type: Full-time

Pay: AED7,000.00 - AED10,000.00 per month
