Project Description: The WESE program is five-year USAID-funded project designed to engage, leverage, and partner with the private sector as well as public social service initiatives to encourage women’s participation in the workforce; generate demand for financial services; promote tailored, market-based solutions to women’s economic empowerment; and strengthen GBV prevention and response such that women become more economically and socially resilient. WESE activities integrate, mutually reinforcing private and public sector-led approaches that aim to change power relationships, transform structures, and build agency to effect results along critical change pathways. The program interventions are designed to lead women in priority governorates feeling safe, valued, and empowered at work; motivated and able to embrace financial autonomy; and respected and free from violence in their homes, communities, and workplaces. The program works closely with market-based partners to develop, lead, scale, sustain, and champion innovative solutions, recognizing the economic AND social benefits of gender-inclusive, empowering policies and practices. Job Summary: The Senior Finance Officer is responsible for accounting tasks associated with the WESE project and for ensuring proper financial management and accuracy of field office finances through support of financial reporting, recording and training, communications, compliance, and adherence to budget. Primary Responsibilities and Duties: With minimal administrative oversight, essential responsibilities will include and not be limited to the following:
  • Reviews cash receipt and disbursement transactions such as but not limited to: advances, procurement, travel, subrecipients transactions – ensuring adequacy of supporting documentation, appropriate cost accounting allocations, proper project and account codes, etc.;
  • Review expense reports to ensure accuracy and adherence to travel policies;
  • Coordination with program and operations to track all outstanding invoices and ensure they are paid on time;
  • Support the monthly and year-end closing activities and preparation of accrual entries;
  • Maintain project financial files, ensuring complete and proper back-up/audit documentation;
  • Reconcile petty cash accounts to accounting books;
  • Make timely and appropriate escalated follow-ups with travelers to ensure they reconcile advances;
  • Make sure all income taxes, withholding taxes are accurately computed and make compilations for monthly statutory deductions and timely payments;
  • Timely coordinate, receive and prepare consolidated monthly cash projections working closely with the Finance & Subgrants Manager;
  • Ensure timely and appropriate transfers of cash between the bank accounts;
  • Coordinate accounting orientations for new hires to the field office and accounting exit information for departing staff;
  • Coordinate with administration team the reconciliation of inventory tracking sheet with accounting system;
  • Assist in tracking activity budget(s), monitor expenditures and help prepare financial reports for WESE senior management and USAID;
  • Assist program team in handling workshops finance related issues;
  • Ensuring appropriate internal controls are in place for project;
  • Respond to routine inquiries related to accounting and finances and assist with preparation for annual independent and A-133 audits;
  • Provide coverage to other finance members if they are traveling or out of the office;
  • Other duties as assigned Finance Manager.

  • Bachelor’s degree in accounting, finance or Business Administration. OR any equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved.
Knowledge, Skills, and Abilities
  • Knowledge of the international development funding arena desirable;
  • A minimum of 7 years of demonstrated experience in accounting/finance include experience in USAID grants, program and budget management;
  • Familiarity with OMB 2 CFR 200 and USAID rules and regulations;
  • Excellent oral, written communications, and problem-solving ability;
  • Excellent computer skills in Microsoft Office Suite (especially Excel);
  • Must have strong mathematical analysis abilities;
  • Must have strong organizational skills, including task and time management;
  • Must demonstrate accuracy and attention to detail in the performance of duties;
  • Professional verbal and written abilities in both English and Arabic;
  • Ability to train/mentor staff and partners in accounting/ finance requirements;
  • Ability to multitask under tight deadlines.
Effort, Reporting and Other Administrative Requirements: The Senior Finance Officer is a full-time position that reports to the Finance Manager who will coordinate all aspects of his/her employment, including but not limited to job description, duties, qualifications, working environment, and performance. Working Environment: This position will interact with the finance team, program team, vendors and tax authorities. May travel to various locations within Egypt, specifically WESE defined governorates. Additional Information:
