Senior engineer with offshore telecom experience and good knowledge of HVDC Substation layout and Dutch regulatory requirement.

Supervises and Leads medium sized/scoped projects assuming entire responsibility from conceptual to detailed design, QA/QC procurement and delivery. He maximizes discipline efficiencies in bidding and execution and achieve significant savings through work transfer to other Work Centres, reduced rework, reduction in quantity growth, reduce material wastage, and execute within budgeted man-hour and project schedules.

Primary Duties
Review the ITB (Invitation To Bid) documents submitted in the proposals stage, issue inquiry requisitions, review techno-commercial vendor offers, prepare equipment, material and man-hour estimates.

Establish contract review criteria, identify and resolve discrepancies and divergences from original proposal through the instigation of technical queries to projects/client.

Establish contract requirements for project execution, organize the preparation of the Technical Document Register (TDR) and Service Level Agreements (SLA) with other Work Centre\xe2\x80\x99s by identifying requirements and scope of work.

Verify and conceptualize the optimum work route. Identify a clear scope of work/supply and accordingly plan/schedule the engineering activities and manpower resource. Identify and quantify total number of engineering deliverables, man-hour allocation, format of delivery, time schedules and other requirements for execution of the work.

Establish the assignment and distribution of manpower for the execution of engineering activities within budgeted project man-hours within SLA. Recommend measures to optimize overall man-hours & execution cost.

Coordinate with projects and planning on project time schedules, establish target completion dates, ensure target dates are achieved.

Ensure that the work is apportion among engineering staff within Sharjah and/or other Work Centres according to their specialized training.

Prepare Design Basis and other Basic Engineering documents such as Block Diagrams, specifications and data sheets related to telecom systems such as Optical fibre transmission & multiplexing, Integrated voice and data networking systems, Public address / closed circuit television systems, security and access control systems etc.

Provide inputs for the preparation of plot plans, organize the issuance of engineering drawings and technical documents for Inter-Discipline Checks (IDC\xe2\x80\x99s) coordinate with other engineering discipline in the integration of data inputs for the work done from Sharjah office.

Administer directly or thru\xe2\x80\x99 SLA the development of 3D Model, detailed engineering drawings and deliverables including Schematic Diagrams, , Cable Schedules and Cable Drum Schedules, Interconnection Schedules, Equipment Lay-outs, Cable Routing and Lay-out Drawings, Cable Trench/Tray Lay-out Drawings, Installation Standard Drawings, and all other related required documents.

Co-ordinate the preparation of technical inquiry requests (Inquiry Requisitions) to vendors, participate in the technical evaluation of vendor bid offers. Direct and provide guidance in the Technical Bid Evaluations (TBE), review vendor drawings and documents. Supervise the review of design calculations, ensure vendor equipment specifications meet with client equipment specifications and are within budgeted costs.

Coordinate the preparation of Purchase Requisitions for the procurement of equipment and materials. Ensure materials are obtained within scheduled timeframes and budgeted costs.

Meet with vendor representatives, inspect vendor works and workshops when required, provide dispatch clearance and test certificates. Identify irregularities and shortfalls, take corrective action when required.

Interface and regularly meet with client and vendor representatives, participate in all internal staff meetings, ensure the progress of project in accordance to schedule, allotted man hours and budgeted costs. Coordinate with projects and planning departments on schedule related issues. Update TDR progress reports through the use of PETROCEPT.

Interact with Quality Assurance for quality issues, strictly ensure compliance with Company\xe2\x80\x99s ISO Quality procedures. Coordinate Internal and Client audit requests, facilitate audit procedures of engineering systems within the department.

Interface and provide clarification and guidance and technical support to construction sites and commissioning engineers, provide start-up assistance as required in co-ordination with other Engineering Centres.

Assumes the responsibilities of the Principal Engineer during absence. Also; if working as Lead Engineer on a project then he will prepare \xe2\x80\x98Fortnight Reports\xe2\x80\x99 or any other report as desired by management to indicate Schedule progress, Quantity, Man hour, Manpower forecasts, and will keep a tight control on the over-runs.

Participate in employee performance evaluations, establish performance criteria, identify employee strengths and weaknesses, recommend training and development requirements.

Mentoring of graduates and organizing training for juniors.

Perform related duties as and when directed by Head of Discipline -Telecoms (HoD).

Acts as the main interface in converting the project from concept to detailed engineering. Works within Project Budget requirements. Serves as the tie-in in the department and/or other Work Centre\xe2\x80\x99s team for inter-discipline engineering concerned with the project. Responsible for overall discipline related activities for the successful completion of project within allotted schedule, manpower and costs.

Decisions limited to the scope of project requirement specifications, Consults with Head of Discipline - Telecoms (HoD) or Project Engineering Managers on main issues which may affect layout and equipment specifications. May make recommendations on mobilization/demobilization of personnel.
