ob Purpose

JOB PURPOSE:

Provide engineering support and technical expertise to Operating Plants & Pipelines, Major Projects and Technical projects related to pipeline discipline through all phases of projects and ensure the reliability, availability, and maintainability of Pipeline systems.

Job Specific Accountabilities (Part 1)

Key Accountabilities:
Engineering & Technical Support

• Provide technical support / services in the area of Pipeline Engineering to Pipelines Division, Sites and Projects Group through RTS (Request for Technical Services).
• Develop Conceptual Studies for Pipeline Projects feasibility. Carry out in house Pre FEED for small size Pipeline Project and develop / review Project Implementation Strategies for pipeline projects for Management Approval.
• Develop and write the Statement of Requirements (SOR) for new projects and ensures its co-ordination with operators/sponsors. Develop and elaborate the Scope of Work (SOW) for consultants and/or engineering contractors.
• Review / prepare pipeline design basis, routing plans, plot plans, pipeline design calculations, stress analysis and material selection as required and ensure sound design and integrity of pipeline systems
• Assessment of Design deviation/ Concession request Authorization (DCA) (critical to HSE, integrity and production) & Contractor Trend Notice(CTN)
• Design in-house engineered works including drawings, alignment sheets, specifications/ data sheets and bills of quantities as required and ensure that state-of-the-art technology is applied in the selection of pipeline materials and pipeline systems.
• Participate in HAZOP. Ensures cost-effective solutions and application of value added engineering throughout the duration of projects. Provides troubleshooting guidance to operations, as requested.
• Provide technical expertise support to project management activities through all phases of projects, Engineering, Procurement, Construction, Pre\xc2\xac-commissioning, Commissioning and Hand-over of Project facilities to End Users.

Technical Studies

• Perform technical studies in-house or manage technical studies through Engineering Consultants and provide technical reports with appropriate recommendations in line with the scope of RTS for Pipeline engineering.
• Ensure that the Consultants / Engineering Contractors designs are in accordance with the Scope of Work and facilities delivered to end-users are safe, reliable, operable & maintainable.

Job Specific Accountabilities (Part 2)

Design General Specifications

• Update and issue company DGS (Design General Specifications), in order to take account of lessons learnt from projects, current practices, latest technology and changes in international codes / standards.
• Develop and issue Company Design General Specifications (DGS), Standards, procedures and guidelines related to pipeline engineering for use in-house or by the Contractors with regard to projects undertaken.
• Ensure company Design General Specifications & Standards are updated, developed, maintained and implemented on all phases of Projects being executed by the Projects Group, in line with Client guidelines and industry best practice.

Root Cause Analysis

• Participate in RCA (root cause analysis) related to pipeline systems failure, troubleshoot chronic pipeline engineering related problems and recommend solutions.
• Ensure that the repetitive failure of pipeline systems is eliminated / mitigated and that proposed solutions are designed to safeguard company\xe2\x80\x99s pipeline assets safety, integrity, maintainability and continuous operability.

Pre-qualification of Suppliers, Manufacturers & Consultants

• Participate in the review and endorsement in order to prequalify suppliers, vendors, manufacturers, consultants, contractors in the area of pipelines.
• Ensure that suppliers, vendors, manufacturers, consultants, contractors under consideration are qualified and competent to supply goods / provide services to the company.

• Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
• Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective functional objectives.Budgets
• Provide input for preparation of the functional budgets and assist in the implementation of the approved Budget and work plans to deliver functional objectives.
• Investigate and highlight any significant variances to support effective performance and cost control

• Implement approved Section / Team / Department policies, processes, systems, standards and procedures in order to support execution of the work programs in line with Company and International standards.

• Contribute to the achievement of the approved Performance Objectives for the function in line with the Company Performance framework.

• Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
• Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best Industry standards in order to define intelligent solutions for issues confronting the function.

Health, Safety, Environment (HSE) and Sustainability

• Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and Client Code of Practices.

Reports

• Provide inputs to prepare MIS and progress reports for Company Management.

Job Specific Accountabilities (Part 3)

Communications & Working Relationships:

Internal

• Regular work related contact with concerned Team Leader and Department Manager as required, peer Professional staff and team members on matters related to Team Policies and Processes, People, HSE and domain specific issues.
• Regular contacts with engineering teams at Site Technical Services department for providing guidance on Pipeline Engineering related matters.
• Regular contacts with project managers and engineers for providing guidance on Pipeline Engineering related matters.
• Regular contacts with Operations Excellence and HSE Division.

External

• Contacts with Contractors, Third Party Service providers, Industry Experts.
• Contacts with counterparts in Client and OPCOs for knowledge sharing

Desired Candidate Profile

Minimum Qualification

Bachelor Degree in Mechanical Engineering or equivalent professional qualification.

Minimum Experience, Knowledge & Skills

• 8 years of experience in engineering of pipelines within a large Engineering Companies, preferably in the Oil and Gas industry.
• Good knowledge in engineering & technical support to Pipeline Operations and technical projects related to pipeline engineering in oil and gas industry.
• Good knowledge in pipeline design and engineering, selection of line pipe, fittings and valve materials, complying to code requirement in oil and gas industry.
• Familiarity of international design codes and standards, procurement, construction, pre- commissioning / commissioning and maintenance of Pipelines in Oil & Gas Industry.
• Good knowledge in Pipeline Design Calculations, Pipeline Stress Analysis, Pipeline Routing, Pipeline Construction, Pipeline corrosion monitoring and Pipeline Pigging.
• Familiarity of the capabilities and shortcomings of pipelines related contractors and manufacturers, and a proven track record of conducting technical and commercial negotiations.
• Awareness in HAZOP for system examination and risk management.
• Awareness in Pre-FEED, FEED and detailed design and EPC / EPCM projects.
• Planning and Organizing, Scheduling and Coordinating, Checking, Examining and Recording.
