The job holder is responsible to set up system and organize works in order to plan, control and facilitate budgeting, cost monitoring, controlling, and reporting of the CMS fixed Costs, Plant maintenance costs and CMS Investments. Aim to improve the reliability and availability of the plant with cost optimization practices.
4. KEY ACCOUNTABILITIES
Job Specific Accountabilities
Assist to prepare the five-year Business Plan and the Key Performance Indicators for CMS and provide updates on KPIs during the year to measure performance.
Prepare the annual budgets as part of the company five-year business plan including CMS Fixed Cost and Capital Investments
Communicate Units Rates, Overhead Keys etc. to OPCOs for their respective budgeting.
Monitor activities in OPCOs performed by CMS and to control cost as per planed budgets.
Prepare accruals CMS Fixed Cost every month and submit to Finance, and assist explanation for OPCOs billing.
Initiate investment proposal and budget approval, and follow up for the approved budget allocation and make sure investment is released for execution.
Advise the day to day cost related issues and budget availabilities.
Review and update activity cost prices for Time-writing of contract hire technicians.
Analyze various data related to maintenance activity which have impact to the cost
Monitor all expenditures to ensure they are charged to the correct budget general ledger accounts and cost centers, work orders or projects.
Monitor Budget variances and provide explanation to Management for the variances where necessary in order to take proper action/control.
Monitor projects/investments expenses, keep track of the progress and costs.
Prepare monthly, annually and ad hoc cost reports for CMS.
Introduce useful reports for better control of maintenance and cost.
Generic Accountabilities
Ensuring the Enterprise Resource Planning System related Cost and Budgeting working properly.
Conversant with ADNOC\xe2\x80\x99s Health, Safety Environment and Fire Policy, Procedures, Regulations and Objectives
Manage pre and post award Consolidated contracts related to site support section
5. COMMUNICATIONS & WORKING RELATIONSHIPS:
Internal
RSI-CMS.
Department Managers, Team Leaders & Section Leaders within RAS, other Refineries, OPCOs and the company overall.
External
Maintenance Divisions, Finance Division of Adnoc Refining and Other OPCOs. Procurement
AGPI, Internal and External Auditors. Vendors, Contractors/Sub-Contractors
Preferably Engineering Degree with Cost Controlling experiences or Accounting/Financing Degree or equivalent with engineering/maintenance background.
Minimum Experience & Knowledge:
8 ~ 10 years\xe2\x80\x99 working experience in the field of Cost/Budget Controlling and Plant Maintenance, preferably in the Oil & Gas or Petrochemical Company.
Skills:
Ability to use the Enterprise Resource Planning (ERP) systems preferably SAP/Finance and Maintenance or Project modules, and MS-Offices. Proficient in English, works accurately, and cost conscious, and strong in analytical skill.
