Job Purpose
Supervise, provide technical guidance/ expertise and perform the activities of the Civil Maintenance at ADNOC owned properties including Residential and VIP villas and other owned, leased properties within Abu Dhabi City and Ruwais City. Participate in preparing proposals related to Civil Maintenance, prepare and consolidate Capital and Operation budgets for the section, liaise with Project Management department on various new projects and coordinate Civil and building maintenance activities, structural alterations and modifications. Prepare and administer maintenance contracts in line with defined service levels agreements (SLA), KPIs, Specifications and Operational Methodologies to support ensuring optimum functioning of all buildings and facilities.
Job Specific Accountabilities
Operation and Maintenance Services

• Provide technical guidance, supervise and monitor the activities undertaken at different locations ADNOC owned properties inside and outside Abu Dhabi, includes scheduling activities of Civil Maintenance personnel to ensure prompt and efficient completion, in accordance with professional standards and company policies. Guide the civil maintenance personnel located at all locations in Abu Dhabi and Ruwais City on technical matters.
• Develop annual preventive maintenance programs for all Civil Maintenance works with monthly breakdown, review / analyse monthly programs to determine extent of work planned and takes appropriate action to accomplish planned tasks.
• Introduce improvements and developments in the Operation of Civil Maintenance works
• Analyse nature of maintenance complaints and recommend, with adequate technical data and drawings, alternatives for maintenance for Section Head's approval.
• Prepare technical specifications to enable the development of contracts and tenders. Evaluate the provisions of maintenance contracts from the viewpoint of quality, standards and performance of work and submits recommendations to Section Head with justifications. Includes making overall performance rating on contractor's work and certifying work completion / work orders for payment.
• Evaluate performance of contractors and give an over-all rating against terms of contracts before endorsement of payment request. Includes visiting all site locations to inspect maintenance works executed by contractors.
• Ensure that proper civil maintenance on emergency facilities is carried out according to schedules. Plan daily supervision of ongoing various maintenance works being carried out by contractors against tenders or term contracts / open call contracts, etc.
• Administer the PPM plan, PPM Checklists, Method statement and Risk assessment processes in O&M services related to ensure that all civil maintenance activities are completed safely.
• Monitor and implement quality management systems as per approved IMS Procedures, includes identifying and reporting Non-conformities and liaise/ follow up for remedial actions and close out of NCR and measure their performances of the concerned team and contractors.
• Follow up with contractor's management on matters related to payments, standards and performance.

Job Specific Accountabilities2
Modifications and Projects (Civil Maintenance related)

• Prepare feasibility reports and initial cost estimates with detailed engineering specifications and drawings necessary for carrying out additions / alterations and standard modifications to all assigned projects in coordination with CP-Cost control and CP-Design and Engineering Management.
• Provide professional engineering technical input, design and advisory function to projects and schemes of various sizes within Civil Projects and Engineering Services Division in coordination with Head Civil Maintenance and as required by CP-Design and Engineering Management.
• Conduct meetings with consultants and suppliers to evaluate pre-design information / data for usage. Prepares design, specifications, and scope of work, drawings, calculations and all necessary documentation for projects of various sizes. Issues tender documents, evaluates tenders, jointly certifies awards and subsequently manages projects.
• Provide engineering support to projects of various sizes within Civil Projects and Engineering Services Division, coordinate such service / function with Group Procurement Unit, and ensures economic usage of ADNOC funds.
• Ensure Quality Management System implementation via Method Statements, Risk Assessments, ITP, MIR, WIR, PTW, and Material Submittals & Document Transmittals for Modification and minor project by service providers.

Energy Saving

• Ensure effective maintenance of all water supply systems including Civil Maintenance, landscape irrigation through proactive steps.
• Ensure adding LEED O&M requirements to all the new Tenders related to Civil Maintenance works for ADNOC HQ complex and other locations as applicable.
• Provide strategic plan to his team in order to maintain water consumption savings in different locations as using latest irrigation systems, proper water fixtures, waste management plan, etc.

Civil Projects and Engineering Services Coordination

• Review various documents received from Civil Projects (CP&ES), such as concept design reports, Material submittals, and shop drawings, Testing and Commissioning procedures to Civil Projects Asset register, Spare parts list, supplier contact list, as built drawings and O&M Manuals etc. and provide necessary feedback and acceptance comments.
• Coordinating and Participates in Testing and Commissioning, Training, Snagging and De-snagging of all ongoing and upcoming projects with CP&ES and Ensure smooth handing and taking over process and monitor Civil Engineers and Supervisors are also following the same.
• Liaise with the Construction Management of Civil Projects & Engineering services in regards to the various ongoing and upcoming ADNOC projects undertaken by them until completion of projects and taking over by Maintenance Department.
• Coordinate with Civil Projects regarding all ADNOC's New Projects from concept design stage, basic and detailed design, testing and commissioning till handing over process.

Safety

• Contribute to the operational efficiency, productivity and profitability of the organization by reducing accident, damage and financial loss.
• Liaise with HSE Section and contribute in the evaluation of department related activities to identify hazards or risks and implements any necessary mitigation measures to ensure provision and maintenance of health and safe conditions.
• Comply with ADNOC accountability framework requirements and ensure compliance with 100% HSE culture.

Minimum Qualification
Bachelor Degree in Civil Engineering or equivalent.
Minimum Experience, Knowledge & Skills

• 8 years of experience in design, construction and maintenance works of multi-storied building in a large organization.
• Experience in inventory control and budgeting
• Knowledge of occupational hazards and safety precautions
• Ability to comprehend blueprint details and specifications
• Ability to plan and schedule daily and weekly work schedules for staff
• The ability to communicate both in written and verbal form.

Professional Certifications

• PMP/CFM (Preferable).
