We are seeking a Senior Quantity Surveyor & Cost Controller who is accountable for leading the full spectrum of project cost management activities, with a core focus on the establishment, monitoring, and control of project budgets to ensure financial discipline and alignment with both contractual commitments and operational objectives. This role entails meticulous tracking of project expenditures, identification and reporting of cost variances, and the implementation of proactive corrective measures to uphold budgetary compliance throughout the entire project life cycle. The position is pivotal in maintaining the commercial integrity of the project and supporting informed decision-making through accurate cost forecasting and financial analysis.
KEY RESPONSIBILITIES:
1.Tender Documentation Review
Conduct a detail examination of the complete tender package, including drawings, specifications, and contractual terms.
Identify discrepancies and ambiguities within the tender documents.
2.Commercial Reporting
Prepare comprehensive commercial reports summarizing essential tender information (e.g., client, consultant, project scope, contract conditions, and other key details) to support management decision making to participate on the tender.
3.Site Assessment
Carry out site visits to assess existing conditions and gather data for accurate cost estimation
4.Quantity Verification
Perform quantity verification from tender documents to ensure accuracy.
5.Supplier & Subcontractor Engagement
Prepare and issue Requests for Quotations (RFQs) to suppliers and subcontractors.
Evaluate and analyse received quotations for completeness, competitiveness, and compliance with project specifications.
Conduct clarifications and negotiations with suppliers/subcontractors to obtain the best commercial and technical offers.
Maintain an updated database of supplier and subcontractor pricing for future reference.
6.Tender Queries
Prepare and submit formal tender queries to the consultant/client for clarification of scope, specifications, and requirements.
7.Pricing & Costing
Price the Bill of Quantities (BOQ) accurately; including material, labor, equipment, and overhead costs.
Incorporate risk allowances, contingency provisions, and profit margins in line with company policy.
8. Pre-Tender Coordination
Attend and actively participate in pre-tender meetings with clients, consultants, and project stakeholders.
9.Executive Reporting
Develop an executive cost summary and recommendations for management review and approval.
10.Post-Tender Clarifications
Address client/consultant queries after submission of the tender.
Participate in post-tender meetings, negotiations, and value engineering discussions to secure favorable outcomes.
QUALIFICATIONS
Bachelor's Degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline
Chartered Membership or Postgraduate Qualification in Quantity Surveying, Construction Law, or Contract Management is preferred
Minimum of 7-10 years of relevant experience in quantity surveying and cost control, preferably within large-scale infrastructure or civil engineering projects.
Proven track record in pre-contract and post-contract quantity surveying, including claims preparation, cost forecasting, contract administration, and financial reporting.
Demonstrated ability to operate in multi-disciplinary teams within complex, contractually driven environments.
