Job Description

Job Purpose:

To lead, manage, and coordinate all activities related to the SCADA (Supervisory Control and Data Acquisition) and OCC (Operation Control Center) systems within the railway or metro project, ensuring seamless integration, functionality, and compliance with project specifications, safety, and operational requirements.

Key Responsibilities:

1-Lead the design, installation, testing, and commissioning of SCADA and OCC systems for the railway project.

2-Manage and supervise system integrators, subcontractors, and vendors to ensure timely delivery and compliance with technical specifications.

3-Oversee system interface management between SCADA and subsystems such as signaling, power supply, ventilation, telecom, PSD (Platform Screen Doors), and fire detection.

4-Review and approve design documentation, interface control documents (ICDs), and technical submissions related to SCADA and OCC.

5-Ensure the OCC meets operational and ergonomic requirements, including system layout, consoles, and operator interfaces.

6-Coordinate with client representatives, consultants, and internal departments to resolve technical issues and interface conflicts.

7-Manage FAT (Factory Acceptance Test), SAT (Site Acceptance Test), and integration testing for SCADA/OCC systems.

8-Ensure cybersecurity compliance, system redundancy, and operational reliability according to international and local standards.

9-Lead system integration workshops and ensure data integrity between central and remote systems.

10-Provide training and technical support to operation and maintenance teams post-handover.

11-Prepare technical reports, progress updates, and documentation for project stakeholders.

Qualifications & Experience:

1-Bachelor's Degree in Electrical, Electronics, Control Systems, or related Engineering field.

2-Minimum 10-15 years of experience in SCADA/OCC systems within railway or metro projects (GCC experience preferred).

3-Proven experience with integrated control systems, especially in railway environments (OCC, BCC, or depot control systems).

4-Strong understanding of communication protocols (Modbus, OPC, IEC 61850, etc.) and industrial automation standards.

5-Experience with system integrators and international suppliers (e.g., Siemens, Alstom, Thales, Hitachi, etc.).

6-Familiarity with UAE or GCC railway standards, safety certification processes, and project delivery stages.

7-Excellent coordination, leadership, and stakeholder communication skills.

8-Fluent in English (spoken and written); Arabic or Chinese is an advantage.

Preferred Skills:

1-Hands-on experience with SCADA software (e.g., WinCC, Citect, iFIX).

2-Strong background in OCC design and operation for metro networks.

3-Knowledge of cybersecurity frameworks for industrial control systems.

4-Ability to manage multidisciplinary teams and complex technical interfaces.

5-PMP or equivalent project management certification is a plus.
