About the Role

We are a leading construction company with active projects across Dubai and Ras Al Khaimah (RAK), seeking a qualified and experienced Safety Manager to oversee all aspects of Health, Safety, and Environment (HSE) management across our construction operations.

The Safety Manager will be responsible for ensuring full compliance with UAE Federal Laws, Dubai Municipality (DM), RAK Municipality, Civil Defense, and Ministry of Labour safety standards. The successful candidate will promote a strong safety culture and lead proactive risk management across all project sites.

Key Responsibilities

Develop, implement, and update the company's HSE policies, procedures, and site-specific safety plans in line with UAE regulations. Conduct regular site inspections, risk assessments, and HSE audits to ensure compliance with legal and client requirements. Coordinate with Dubai Municipality, Trakhees, RAK Municipality, and Civil Defense for permits, inspections, and safety documentation. Prepare and submit all required HSE reports, incident notifications, and corrective action plans to authorities and clients. Investigate accidents and near misses, identify root causes, and implement corrective and preventive actions. Conduct HSE inductions, toolbox talks, and awareness training for all site employees and subcontractors. Ensure proper use and maintenance of Personal Protective Equipment (PPE) and compliance with site safety protocols. Monitor subcontractor compliance with the company's safety requirements. Lead emergency preparedness and response drills as per UAE Civil Defense requirements. Maintain updated HSE documentation, including method statements, risk assessments (MSRA), permits to work, and HSE statistics.
Qualifications & Experience

Bachelor's Degree in Engineering, Environmental Science, or a related field. Minimum 8-12 years of HSE experience in the construction industry within the UAE (G+ projects preferred). Certified in NEBOSH IGC, IOSH Managing Safely, or equivalent recognized qualification. UAE-based HSE practitioner registration (Trakhees, DM, or Civil Defense approval) is an advantage. Strong knowledge of UAE HSE regulations, Labour Law, and local authority requirements. Proven experience handling multi-site construction projects in Dubai and RAK. Excellent leadership, communication, and reporting skills. Fluency in English; Arabic or Hindi/Urdu is an advantage. UAE Driving License preferred.
