Responsibility

Develop, implement, and enforce the company's

Health, Safety, and Environmental (HSE)

policies and procedures. Monitor site activities to ensure compliance with

Qatar Labor Law

,

QCS HSE regulations

, and international safety standards (e.g., OSHA, ISO 45001). Conduct daily site inspections and identify potential hazards, unsafe conditions, and non-compliance. Prepare

Job Safety Analysis (JSA)

and

Risk Assessments

for all critical activities. Investigate incidents, accidents, and near misses; submit detailed reports with root cause analysis and corrective actions. Lead

Toolbox Talks

, safety inductions, and refresher training for workers and supervisors. Coordinate with project managers, consultants, and clients on all safety matters. Maintain all

HSE documentation

, including inspection logs, training records, and incident reports. Ensure correct usage of

PPE (Personal Protective Equipment)

and enforce safety discipline on site. Prepare and implement

emergency response plans

and conduct periodic drills. Liaise with government and regulatory bodies (MOADLSA, Civil Defense, etc.) for HSE approvals and audits. Track and report

KPI metrics

such as incident frequency rate, safety violations, and man-hours without LTI (Lost Time Injury). Review and approve subcontractors' HSE plans and monitor compliance. Chair and attend regular

HSE coordination meetings

with internal and external stakeholders. Promote a proactive safety culture across all levels of the workforce. Identify training needs and coordinate

external HSE training or certification

sessions. Ensure safe practices during high-risk activities (lifting, excavation, confined space, hot works, etc.). Prepare safety reports for clients and senior management. Support ISO 45001:2018 certification and compliance requirements. Guide the safety team and mentor junior safety officers and inspectors.

Qualification

Security in construction projects on major international/regional projects. The minimum required qualifications and experience are (Refer to PWA Circular No. 34 of 2020 Compliance with Safety control Requirements and Reports in PWA Projects): Bachelor Degree in Engineering/Science or equivalent (NEBOSH Diploma, Level 6); 10 years experiences in the same field & same position; Professional OHS qualification certified by NEBOSH (IGC/NGC); Professional OHS Qualification certified by IOSH (Managing Safely and working Safely); Professional OHS Qualification certified by OSHA; Safety Management qualification certified in ISO45001 as lead auditor.
