Purpose Safety & Environment (S&E) expertise is required to enable world-class safety performance and continual improvement in both our Shell operated and non-operated ventures in Oman. This role entails supporting the Oman Shell HSSE strategy, programme, and team to drive continual improvement in Oman Shell. Accountabilities
  • Deliver S&E support to the HSSE Manager coordinating resources and efforts with global HSSE counterparts, leveraging best practice, learning from incidents, etc.
  • Ensure compliance with Shell HSSE standards, providing interpretation of, and support to, the business.
  • Ensure S&E strategies, systems, standards and ensure tools are in place and functioning to provide assurance to the HSSE Manager and Oman Shell.
  • Work with Oman Shell and HSSE teams to set S&E performance expectations and positively influence S&E standards and performance.
  • Monitor S&E performance and address improvement opportunities.
  • Define HSSE key focus areas and develop influencing plans to deliver the Oman Shell HSSE strategy and programme.
  • Lead and deliver key HSSE programmes for Oman Shell such as safety leadership, worker welfare, and wells/construction site safety.
  • Collate data and update plans, reports etc. including S&E plan, Green House Gases (GHG) management and reporting, business assurance letters, assurance action close-out, etc.
  • Ensure all staff with safety competence requirements are assessed, gaps and plans to close those gaps identified, in a systemic, prioritized and expedient manner.
  • Support Shell’s contractors on their safety leadership journey, fostering and sustaining a collaborative culture to identify and close gaps to Shell HSSE standards.
  • Ensure technical/process safety/Asset Integrity and Process Safety Management (AIPSM) standards are upheld and assured.
  • Ensures credibility and competitiveness of GHG forecasts in business planning and timely delivery of agreed Operating Plan (OP) improvements and priorities.
  • Support provision of input to scorecard key performance indicators for monitoring and reporting HSSE performance.
  • Support S&E activities for the Oman project ventures.
  • Drive continuous improvement for the Oman Shell Crisis and Emergency Response Plan.
  • Support Shell Development Oman External Relations team to promote S&E initiatives across Oman with organizations such as Oman Society for Petroleum Services (OPAL).
  • Support successful delivery of company improvement actions (e.g. scorecard) relating to visible and felt safety leadership, HSSE cultural change, worksite hazard management and Road Safety.
Job Requirements:
  • Technical degree qualified (i.e. Engineering, Health, Safety, Environmental or Science related).
  • A minimum of 15+ years’ experience, including previous HSSE roles in the upstream and/or downstream energy industry.
  • The special challenges in this role require a proven ability to operate in international and complex environments with proven professional knowledge and experience to make appropriate HSSE discipline decisions:
  • Deepen Shell’s credibility as a safe operator in Oman, driving improved safety performance amongst contractor organisations, supporting HSSE culture change programme to establish and embed the desired safety culture and behaviours;
  • Lead and manage plans for sites which have significant reputational issue with project delay and implication on the license to operate.
  • Solid practical projects and/or operations experience.
  • Mentor and competency development experience.
  • Demonstrate professional competence and managerial skills, and proven ability to influence change in a major organisation.
  • The successful applicant needs to be a creative individual that demonstrates flexibility of approach while maintaining resilience.
  • The successful applicant needs to be a team player.
  • Soft skills are as important as technical skills to develop and carry out activities in Oman.
