JOB DESCRIPTION

JOB PURPOSES

To execute the GSE strategy to elevate HSE performance to world-class levels regionally though the development and maintenance of an effective and continuously improving HSE system / program for the organization and its projects.

The position will be responsible for leading regionally the strategic program by developing practical and sustainable approaches to direct stakeholder engagement and for community investment towards successful outcomes. The position will support and comply with GHSE Standards, Systems, Applications and strategies.

The role takes ownership of the HSE due diligence functions by developing procedures and processes, establishing, and managing systems, investigating serious incidents, and providing advice to secure DP World as an industry leader in HSE.

KEY ACCOUNTABILITIES

HSE Strategy & Culture

Lead, develop and implement the Health, Safety and Environment strategy for MENA and SCO region to ensure that the organization is complying with health and safety regulations, protecting employees and visitors from harm, and maintaining a safe and healthy work environment.

Execute and champion the strategic direction of the Global HSE Department and its policies, procedures, and internal programs.

Drive continual HSE improvement at regional and all business units of MENA/SCO Region locations through the development of programs and standards, training, and best practices.

Assesses, aligns, and enhances the Regional and BUs HSE organizational structure through programs targeted at the competency and skills necessary to drive continuous improvement.

Develop and implement an environmental management program focused on water, waste and air quality whilst also ensuring that any sensitive habitats and endangered locations are identified and appropriately protected as per the local or global statutory requirements.

Lead DP World employees and contractors to believe and achieve in the zero harm / tolerance vision in HSE through the application of safety science programs which ingrain behavioural change.

Promote the organization to all stakeholder while building a positive HSE culture focused on engagement and influencing behaviours.

HSE Systems, Incidents and Risks

Manage systems and practices that measure and consequently encourage continual improvement in HSE performance at each of the operating locations in the MENA & SCO region.

Establish and leading corrective action program(s) to mitigate identified high risk operations by determining the needed course of action and working directly with the business location in implementation of the required risk reduction controls.

Establish and maintain a cost effective and efficient system for providing HSE data and information to relevant government agencies whilst also enhancing efficiency for and value add to internal customers such as company secretariat / investor relations and other third parties.

Primary contact for response and management of regionally impacting critical emergencies and exploding reefer gas in containers.

Collect, maintain, and verify all HSE records, analysis on trends, reports on statistics and manage non-compliance.

Review all major incidents (including fatalities) across the regions and decide on appropriate course of action.

Monitor implementation of corrective/preventative actions post incident or accident.

Review HSE incident statistics to identify key areas where performance should be improved.

New Acquisitions

Assist in new acquisition and project development due diligence, including consulting with experts to provide classification, determination and verification of environmental testing, facility inspection and evaluation, and compliance with applicable laws and regulations.

Review environmental and social impact assessments for new project funding and expansions.

Audit and Budget

Prepare, and present to the CEO & MD reports encompassing strategic, legal, and statutory HSE reporting and audit updates for all controlled entities.

Participate in GHSE Audits and Investigations accordingly.

Develop and manage the Regional HSE Department budget to assure efficient and cost effective performance and operations.

Implement the energy reduction program from GSE focused on positive financial Return on Investment (ROI) for all business locations.

People and Stakeholder Engagement

Develops and implements competency standard for HSE Managers and develops appropriate mechanisms to bridge any gaps identified regionally, plus input into succession and redundancy plans.

Identify safety training requirements for the designated terminal and advise on safety training requirements for other departments therefore ensuring all employees are trained on safety procedures.

Influences regional and local stakeholders to drive the HSE performance.

Mentor and support the BUs HSE employees and management team.

Serve as primary executive contact and represent the interests of the company with relevant government agencies (predominantly Environmental agencies). acts as the organization\'s representative at HSE regulatory legislative meetings. and at industry forums.

Accountable for leading an engaged team, providing direction, and promoting collaboration while ensuring they are enabled to carry out the goals and objectives of the Region.

Act as an ambassador for DP World always when working. promoting and demonstrating positive behaviours in harmony with DP World\'s Our Principles, values, and culture. ensuring the highest level of safety is applied in all activities. understanding and following DP World\'s Code of Conduct and Ethics policies.

Perform other related duties as assigned.

JOB CONTEXT

The job holder leads and directs all HSE related matters throughout the MENA and SCO Region. The focus is a combination of setting standards, monitoring and audit as well as building relationships and direct intervention at BU level for all critical HSE matters. It is clearly seen as the Company\'s expertise in the area of HSE and as such, in addition to direct business advice also provides support to all other functions, particularly Operations, Engineering, Procurement, Business Development, and IT. It plays a strong regional data gathering and analysis role across all its areas with a focus on the facilitation of error elimination / reduction and cost savings.

QUALIFICATIONS, EXPERIENCE AND SKILLS

Must possess 15 years of practical experience in HSE with five (5) of those years in a senior management role directing a team of professionals.

Minimum 10 years\' experience working in heavy industrial environments, container port and logistics industry is preferable with a keen interest in business practices and process improvement is preferred.

Must hold a Formal HSE qualification, a minimum of Diploma / Degree level, for example: NEBOSH International Diploma in Occupational Health and Safety and or NEBOSH Diploma in Environmental Management

Sufficient experience in leading, designing, managing, and evaluating sustainable HSE strategies & programs.

Experience in leading critical incident investigations including fatalities.

Experience in liaising with government, regulatory, industry and labour organizations

Excellent influencing skills to be a leader without authority demonstrated through verbal and written communication.

Great aptitude to translate concepts into workable plans and drives their implementation aligned with the business strategy and objective.

Proficient in project management and financial budgeting.

Demonstrated commitment to safe working practices.

Proven team player skills with ability to build and maintain internal and external relationships.

Excellent problem solving and analytical skills.
