The MSF United Arab Emirates (UAE) office, established in 1992, represents today more than 30 years of institutional presence of MSF in the Gulf and broader Middle East regions. MSF-UAE aims to consolidate the place of the organization within the region, while becoming a recognized center of expertise for the movement on projects and topics specific and unique to this region, through its functional pillars of communication, partnerships, operational HR, and facilitation of field operations. MSF-UAE is a branch office of MSF France, part of the MSF Operational Centre Paris (OCP) Group currently encompassing MSF France, USA, Japan, and Australia.

The Office in Dubai is currently seeking a motivated and committed candidate to become a Resources Manager MSF-United Arab Emirates (UAE) Regional Office

Mission

Purpose of the Position

The Resources Manager (RM) oversees the organization and management of human, financial and logistics resources required for the achievement of MSF-UAE mission. He/she contributes to the definition and execution of MSF-UAE strategic orientations in strict alignment with the operational and institutional needs of the organization, and he/she provides leadership, guidance and support to Human Resources, Finance and Logistics teams.

The RM seconds the Executive Director in the design and follow-up of specific transversal projects.

Main Responsibilities

Provide the office with adapted resource management and related support:
  • Participate in the definition of MSF-UAE action plan in close collaboration with the Executive Director (ED), the office management team, and the Resources administration and management team.
  • Contribute in planning, budgeting, and forecasting of MSF-UAE programs and activities.
  • Implement all strategic and operational plans of the Resources services.
  • Anticipate and accompany any changes in MSF-UAE, whenever required.
Enhancing people and culture dynamics in the office:

The RM is the key person in creating and enabling a safe, positive, and supportive environment for people that are part of the office at any point and in any capacity. This includes MSF-UAE staffs, hosted staffs, and visitors.

More specifically he/she will need to:
  • Provide guidance and supervision to the Resources administration and management team. Act as the focal person in making sure that people, teams, and entities hired by, or hosted in, the office are duly welcomed, supported and offered any necessary equipment (ex. phone, laptop, access card, e-mail, etc.) information, or individual or collective guidance required for their smooth integration.
  • Initiate and participate in development of staff engagement initiatives (ex. Staff Meetings, presentations, trainings, gatherings, etc.) and ensure that people are interacting and cooperating for the general interest of MSF.
  • Support all departments in overseeing their needs, team compositions, talent acquisition and management as well as understanding the rules and procedures that are relevant to people management in the office.
  • Promote internal communication and information sharing within the office.
Office Management and Domestic Human Resources

The RM is responsible for managing the HR staff and ensure that both the MSF-UAE staff and hosted staff have all their needs covered while providing all necessary tools and support for all. More specifically will need to:
  • Oversee the daily management of MSF-UAE premises, facilities and assets as well as ensure the availability of supplies and materials required for the proper functioning of the office.
  • Prepare and execute the administrative management of all locally contracted staff, including issues related to contracts, pay, benefits and social coverage as well as onboarding and exit processes.
  • Supervise travel, accommodation and immigration arrangements for MSF staff and stakeholders within the reach of MSF-UAE as well as inform about cancellation of visas, contracts, labor cards and bank accounts.
  • Ensure consistency and effectiveness in the implementation of resource management rules and guidelines.
Finance Management

In close collaboration with the accounting Manager in Paris:
  • Define the office\'s financial strategy with the ED, assess the risks and the means of mitigating them, set up an appropriate organization and a reliable internal control system so as to meet all financial obligations while ensuring that financial ethics are respected at all times within the office,
  • Coordinate and ensure efficient cash management, including office accounting, so as to ensure smooth functioning at all times and control security risks as effectively as possible,
  • Coordinate and supervise the closing of monthly and annual accounts, with the aim of accurately reflecting the financial reality of the assignment,
  • Ensure that MSF policies and guidelines are implemented and respected, and that they comply with local requirements and the country\'s legal framework,
  • Participates in the development of financial tools/policies/projects/procedures and ensures that they are properly implemented within its scope.
Field Human Resources and Regional Support to Operations

The RM, in close collaboration with the MSF-France HR management team in Paris is responsible to ensure the support of MSF-UAE to MSF Operations in the Region through various ways. More specifically will need to:
  • Facilitate connections and cooperation between Field HR team and relevant stakeholders in the office and across the region (ex. Operational Cells, OCP team, regional actors, universities, etc.)
  • Constantly leverage existing and potential capabilities within the reach of MSF-UAE (ex. local resources, expertise, partnerships, etc.) in order to provide required support to field operations in the region.
  • Consolidate and coordinate the monitoring and reporting of the Field HR activities attached the MSF UAE.
  • Maximize the local impact of Field HR teams, by ensuring that the specific needs of the OCP Cell in Dubai are understood and directly or indirectly addressed.
Professional skills

Experience:
  • Minimum of 5 years work experience in senior level HR related work.
  • Minimum of 2 years work experience in the Humanitarian sector with at least 12 months in a senior management role (Finance & HR coordinator, project coordinator, head of mission, etc.).
  • Advanced knowledge of resource management, with emphasis on HR (Domestic and Field) and Finance.
Skills and aptitudes:
  • Excellent interpersonal and communication skills coupled with cross-cultural sensitivity and awareness.
  • Demonstrated Ability to create and support a professional, \xe2\x80\x9copen door\xe2\x80\x9d management culture, train and support managers and staff members to fulfill their potential while feeling safe and contributing in creating a positive working environment.
  • Leadership, coordination, analytical, and presentation skills.
  • Contextual knowledge and understanding or interest to learn the MENA/GCC regions and their civil societies.
  • Ability to travel in GCC/MENA region and MSF HQ locations (3-4 per year).
  • Fluency in written and spoken English.
  • Computer proficiency in MSF Office environment.
Languages: Arabic is a strong plus while French and other languages from the Region are a plus

Qualities
  • MSF experience, ideally in HR, Finance or Operations with an exposure to both field and HQ dynamics.
  • Knowledge of UAE context and labor laws.
  • Working experience in the MENA/GCC Regions.
  • Experience in budgeting, fiscal control, audit processing.
