The role of Regional Manager - Industrial Projects, will provide a strategic and systematic approach to ensure the effective implementation Engie Group Rules in AMEA, specifically GR09 Health and Safety of Industrial Projects, GR12 H&S in Acquisitions and Divestments and GR02 Health and Safety with Regard to Contractors and Subcontractors by working in partnership with other key functions including Business Development, Procurement, Engie Group HSE and external consultants as required.

Objective / Job Purpose

The Regional Manager - Industrial Projects, is responsible for managing all aspects of Engie Group Rule compliance with a specific focus on:
  • GR09 Health and Safety of Industrial Projects
  • GR12 H&S in Acquisitions and Divestments
  • GR02 Health and Safety with Regard to Contractors and Subcontractors
Scope:

The role applies to all AMEA activities including:
  • Business development
  • Divestiture and acquisition projects
  • Industrial projects
  • Procurement selection and management of contractors and Subcontractors
  • Projects in construction phase
Reporting line
  • The Regional Manager - Industrial Projects, will report to Head of HSE FGBU AMEA.
Job Responsibilities:
  • Ensure AMEA is complaint with Engie Group Rules (GRs), with specific attention to GR09 Health and Safety of Industrial Projects, GR12 H&S in Acquisitions and Divestments and GR02 Health and Safety with Regard to Contractors and Subcontractors.
  • Ensure AMEA is aware of the implementation status and requirements of GRs.
  • Co-ordinate awareness training on GRs and reviews with affected departments and Owners as required.
  • Ensure, for forthcoming GRs, that an AMEA expert is assigned to contribute to the design and development of the GR. Assess and communicate to AMEA management, the likely business impact in the region.
  • Monitor and track AMEA implementation and compliance with GRs and define and establish regional Key Performance Indicators (KPI) with dashboard.
  • Liaise with relevant departments and create strong partnerships, as required, including with Business Development and Procurement departments.
  • In relation to GR09 Health and Safety of Industrial Projects, to support AMEA business development in reinforcing the management of HSE throughout the project life cycle. Key responsibilities include:
  • Ensuring a HSE expert is assigned to the design phase of projects.
  • Ensuring HSE requirements are identified and delivered in the 6 defined project phases.
  • Ensuring process safety specific requirements are identified and delivered in the appropriate phase.
  • Coordinating periodic reviews by a HSE Expert independent of the project.
  • Ensuring the key mandatory deliverables/activities are identified and delivered in the appropriate phase including, at minimum:
  • Preliminary H&S risk review (review phase)
  • Preliminary H&S risk register (review phase)
  • H&S approach (define phase)
  • H&S Management plan (basic design phase)
  • Ensuring that AMEA projects are designed to the ALARP Principle (Reducing the risks to As Low As Reasonably Practicable)
  • In relation to GR02 Health and Safety with Regard to Contractors and Subcontractors, to support AMEA procurement in improving the management and oversight of contractors and subcontractors in order to reduce HSE risks. Key responsibilities include:
  • Coordinating the implementation of the Engie 7 steps of Contractor Management.
  • Providing HSE support for the contractor evaluation process.
  • Approving the qualification of contractors.
  • Ensuring all contractors used by AMEA are approved.
  • Ensuring contractor contracts contain appropriate KPIs and sanctions to manage risk and ensure HSE transparency.
  • Ensuring the level of contractor oversight is related to the risk profile.
  • Ensuring specific HSE conditions for small contractors are appropriate.
  • Conducting or coordinating HSE assessments of contractors as required by procurement.
  • In relation to GR12 Health and Safety in Acquisitions and Divestments, to support AMEA business development in properly evaluating, pre-acquisition, the HSE maturity of the target and post-acquisition, to integrate ENGIE HSE culture of acquired companies as early as possible in order to prevent accidents as far upstream as possible. Key responsibilities include:
  • Ensuring an appropriate HSE expert is nominated to the acquisition team at the Initiate Phase.
  • Identifying HSE risks posed by the acquisition, including coordinating the mapping of major risks during the initiate phase by producing a preliminary main risk assessment, and due diligence exercises (if required).
  • Consolidating all key risks and actions in a Risk Register including identifying non-compliance issues.
  • Securing warranties in the event of HSE issues in the past.
  • Identifying any ongoing monitoring that may be required.
  • Ensuring a project review is performed by an independent HSE expert for projects submitted to the CSIT.
  • Onboarding an entity as quickly as possible in the ENGIE HSE culture using a Health and Safety Integration Plan.
  • Engage, coordinate and manage external consultants and Engie group resources to ensure Group Rule compliance as required.
  • Organize synergies across AMEA and within the Engie Group in GR matters: to share and learn from others experience to accelerate AMEA and Engie\'s organizational learning
  • Conduct internal Group Rule audits in the AMEA region at HQ, Country and asset level as deemed necessary.

Technical Skills
  • Engineering or science degree and operational background is mandatory
  • High level of HSE technical knowledge essential
  • Knowledge of business development activities essential
  • Knowledge of HSE management of construction projects is essential
  • Knowledge of Process Safety Management a distinct advantage
  • Audit, inspection and report writing experience required
  • Training and presentation skills desirable
  • Data analysis skills.
Degree / Experience
  • Recognized Engineering or science qualification
  • Internationally recognized Occupational Safety and Health qualification (NEBOSH General Certificate or equivalent)
  • Min 7 years\' experience in operational or in a HSE position with exposure to Industrial Safety Management.
