ENGIE\'s Business Unit for the Asia Middle East and Africa (AMEA) region is headquartered in Dubai. Purpose:
The Regional Chief Security Officer (CSO) will plan, implement, coordinate, manage, organize and report the security-related activities for AMEA Region (Africa, Middle east, Asia), including all Business Lines and Support Function that operate in his/her area of responsibility. He/she supervises security for Engie Energy Access countries, an African based Engie entity as well. He/she will act, with the support of his/her team, as the focal point for all communications related to security, with internal ENGIE staff and third parties. The Regional CSO will work with a wide variety of people from different internal organizational entities, bringing them together to oversee the security environment. He/she will provide, in all their activities, with effective security information, organizations, and prevention/protection measures to reduce security risk to a level that is as low as reasonably practicable and will allow for a sustainable business climate.
The Regional CSO AMEA is responsible for security management of the 6 \'\'Engie Countries\'\' of the Region (North Africa, South Africa, Gulf Countries Council & Pakistan, India, South-East Asia, and Australia) and to supervise security for Engie Energy Access countries, an African based Engie entity. He/she has a functional management role on the security managers (at least one per Engie Country) and a direct responsibility on the Engie Country of residence (GCC&P). His/her scope covers the three pillars of security : protection of people, infrastructure, and information.
The global geographic perimeter represents twenty seven countries (to date, evolutive) with a permanent presence : thirteen in Africa, seven in the Middle-east, six in Asia, and Australia. Some of these countries, or part of them, are classified with high or extreme security risks (ie. Pakistan, Nigeria, Egypt, Benin\xe2\x80\xa6.) or submitted to border conflicts risks (Saudi Arabia, Tanzania...). In addition, responsibility of watch and coordination is extended to countries with temporary missions or hosting local entities belonging to companies of the group based outside the Regional Hub.
The infrastructure perimeter represents around a hundred major sites, mainly electricity production plants, wind farms, solar farms, water desalination plants, service centers and main offices.
The human perimeter represents around 11 000 direct employees, and a total of more than 15 000 people under duty of care (joint-ventures, international assignees families, contractual agents\xe2\x80\xa6.).

The Regional CSO shall:
Advise Top management staff of the Region (or other Engie entities) on security issues
Coordinate the actions of security managers, animate security network within the countries: 4 full time security managers (North Africa, South Africa, KSA, Pakistan) and 3 part-time security managers (India, South-East Asia, Australia) for AMEA hub, 2 full time security managers (HQ Uganda, and Nigeria) for EEA.
Develop and ensure that all Hub countries\' action plans with respect to security are aligned with Group Policies and Standards
Develop and maintain liaison with all the country security managers depending from his/her area of competencies, local Engie entities staff and, if and when required, local states and federal law enforcement and appropriate government agencies/military
Maintain constant liaison with the Group security and business intelligence department and develop dialogue with the other Regional CSOs (or other Engie entities\' CSOs), by participating diligently to the fortnightly Group security gathering, by filing on regular basis the Group security reporting tool and reporting any event as required by the Group Security Policy
Proactively identify, monitor, and appropriately react to potential and actual global threats to ENGIE personnel, assets and facilities within his/her region and provide alerts on immediate threats and emerging Security Policy trends of concern to senior managers and when needed to the Group security department for informed decision making
Maintaining a complete awareness of current and developing information security regulations, technology, and threats and contribute to feed the Group security department \xe2\x80\x9cThreat Watch\xe2\x80\x9d and facilitating the exchanges between the Group security department (and more specifically its business intelligence unit) and the entities/managers to whom the information is relevant
Ensuring the appropriate physical security measures are implemented on a regional basis (badges, cameras, alarms, electronic/physical locks,...)
Provide - for the appropriate facilities, projects and personnel - security environment, including executive protection, local employees, expatriates, business travelers in mission in his/her area of competencies, travel advisories, and regional security (to include regional security alerts, threat analysis and notification,...) teams working on site and equipment protection against robbery
Protect the sensitive and/or strategic information by raising staff awareness of information protection, by conducting a mapping of these data in liaise with all internal or external entities involved (and in particular the DPOs/CDPMs, CISOs, Risk officers, internal control officers, and the local authorities for \xe2\x80\x9cnational security\xe2\x80\x9d classified document), by implementing the Group information classification, and by conducting (or participating to) the investigations when there is an identified leak of sensitive information
Conducting the annual security Internal control (self-assessment) as the business process owner and perform routine gap assessments and remediation plans for physical security, personnel security, operational security, security architecture and risk management
Lead and manage security planning for international special events, major customer events and corporate events
Developing when needed regional-specific policies, procedures, and security plans to maintain appropriate security for the various types and categories (as directed, and in coordination with the overall security group and in line with global security policies) in respect with the Group security rules
Conduct regular third-party independent audits and/or due diligence (sub-contractors, private security companies,\xe2\x80\xa6) and sharing the result with the group security department when needed
Working with business developers in order to identify risks and propose adapted solutions for new project investment proposals
Build a \xe2\x80\x9csecurity Risk map\xe2\x80\x9d for his/her area of responsibility regarding all the risk identified (on people, infrastructure, information) for both existing and planned assets and send the result to the Group security department at least once per year
Liaise with Group colleagues and provide advice to GBU senior management on government policy change likely to impact on local countries\' security practice, and decision making
Coordinate stewardship of security-related performance (KPI) and share lessons learned (REX/ return of experience)
As the person in charge of crisis management support, provide support to business process owners in charge of crisis management within \'\'Engie Countries\'\' to help them align with group policies and standards (particularly: maintain crisis management plan, organize on call duty system, train crisis managers, perform annual exercise), and liaise with Corporate crisis management organization (Global Care).
Profile:
The ideal candidate:
Possesses a Master degree or Postgrade Diploma, issued by civilian or military-police academy
Has a minimum of 20 years of global experience, including at least 10 years of operational experience in law enforcement or related government/military services, or related private security company
Has a successful previous experience in private industry
Is familiar with procedures of management and control of armed personnel (lethal and non-lethal weapons)
Demonstrated ability to think strategically, to set direction and to apply a results-based approach
In-depth knowledge and expertise in strategic and operational planning and quality management
Is able to work under high pressure and has a full availability to manage crisis events when they occur
Is in full command of the English and French languages
Is experienced in working on cross organizational initiatives and working in liaison and coordination with colleagues across diverse disciplines and teams
Is an efficient self-starter with an ability to work alone and as part of a team, prioritize tasks, and deliver against deadlines
Exhibits excellent interpersonal and relationship building skills
