Job Summary

We are seeking an experienced Engineer with a strong background to join Refinery to Chemicals (RTC) Division of the LTC Business & Project Development Department to develop technical scope of work for Invitation to Bid (ITB) documents, Facility Design Basis document, and technical interface bases (e.g. process rates & qualities to other units, utilities load, plot requirements etc.). In addition, the candidate is expected to Coordinate remote support for additional Process Specialists as-needed to support Licensor selection and technical basis-setting. The Division is primarily responsible for RTC Project Development under This Company In-Kingdom Liquids to Chemicals Program (IK LTC) and drive the development of project assessment, and the delivery of project requirements through FEL I, FEL II and FEL III (Project life cycle). The Candidate will be part of the Project Development & Technology team reporting to the Manager and work closely with others.

Responsibilities:
  • Refine and implement Capital Efficiency items from prior grassroots steam cracker complexes.
  • Responsible for defining Steam Cracker and C4+ Co-products facility scope bases, making technology selection recommendations, and providing technical input to LP and Economics.
  • Define bid slates, selection criteria, and methodology for Steam Cracker and Co-products licensors, with support from Technologist.
  • Collaborate with Technologist to recommend adjustments to technical analysis, review economic analysis, and provide technical recommendations to licensors.
  • Develop, review, and approve ITB (Invitation to Bid) documents, Facility Design Basis document, and technical interface bases by Contractor, including process rates, qualities, utilities load, and plot requirements.
  • Develop a plan for technical readiness for refinery upgrader, Steam Cracker, and Co-products.
  • Coordinate remote support from additional Process Specialists as needed to support Licensor selection and establish technical basis.
Requirements:
  • This role required candidate to permanently relocate at Dhahran, Saudi Arabia.
  • Hold a Bachelor\'s degree in Engineering from a recognized and approved program.
  • Possess a minimum of 10+ years of experience in the Refining & Chemicals business with a focus on integration.
  • Previous experience in Project Engineering, Design, and Execution.
  • Ability to provide technical input to LP (Linear Programming) and economics models.
  • Strong technical experience in Refining and petrochemical industries.
  • Familiarity with refinery and residue processing technologies.
  • Detail engineering and design experience.
  • Capable of developing process yields and qualities.
  • Experience in facility scope basis development.
