Job Description

Support the organisation in fostering a Just Culture and promote the safety and wellbeing of our customers, staff, assets and environment.
To manage all activities associated with operational safety function within Keolis-MHI Dubai Metro and Keolis-MHI Dubai Tram systems in accordance with Keolis-MHI's Safety Certification requirements, risk based management and legal framework under the Roads and Transport Authority (RTA) Dubai.
MAIN RESPONSIBILITIES Support the Senior Safety Manager in development of the QHSE strategy and objectives to support business and stakeholder objectives. Support elements of the integrated management system relevant to operational safety (ISO 45001, 14001, 50001 and 9001) in close liaison with the other members of the QHSE team and rail/tram operations. Support the Senior Safety Manager and Operations teams to create a proactive QHSE that leads the integration of best practice and risk management principles into all operational safety risk areas and facilitating continuous improvement in standards and performance. Forge relationships, influence and partner with our internal teams and also with external stakeholders such as the RTA and SRA as they apply to the Dubai Metro and Dubai Tram. Ensure Regulatory obligations and opportunities are achieved and maximised. Manage network safety compliance and operational safety assurance and provide guidance and advice to those managing the operations. Track, monitor and analyse operational safety performance to identify trends requiring corrective action and lessons that can be learnt to spread best practice and to achieve high levels of safety performance. Management and oversight of the Operations Safety Certification requirements for the Dubai Metro and Dubai Tram with a special focus on management, liaising with the risk and data team to maintain the Operations Hazard Logs for the respective systems. Manage reporting and investigation of operational safety incidents and establish response guidelines that will facilitate prompt remedial action. Undertake reviews of processes that will ensure all operational personnel are trained, certified competent and medically fit to carry out their full range of duties. Support the Risk, Quality and Compliance Manger in review of Asset Configuration Change Application's (ACCA) or its equivalent, impact on the Hazard Log; maintaining hazard log in the process. Expected to operate reasonably independently, in accordance with Keolis-MHI's policies; quality, health and safety and environmental management systems; processes and relevant legislation. Required to keep the QHSE Director fully informed regarding activities. Direction will be provided on strategic and non-routine matters. Ensure compliance with the Keolis-MHI Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards. Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Keolis-MHI non-disclosure policy. To exercise personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions; reference SMS GSOP-HSE1-6 Keolis-MHI organisational QHSE responsibilities. Ensure compliance with all training requirements of Keolis-MHI and ensure adherence to these requirements always whilst in employment. Report any accidents, incidents, breaches or potential breaches to appropriate management or the speak up process.
KNOWLEDGE REQUIRED Chartered status or accredited membership of an appropriate professional body associated with some or all of the core job requirements High level of knowledge/experience of hazard log & risk assessment methodology High level of understanding of QHSE in a rail or transport industry environment Expert knowledge of QHSE principles & terminology Good understanding of core Keolis-MHI business operations in Dubai Expert knowledge of railway organisational structures and standards, workflows, procedures and terminology;
KEY SKILLS Highly developed written and verbal communication skills Ability to liaise harmoniously with management and staff at all levels. Demonstrated ability to lead, support and motivate direct reports Provision of superior guidance, advice and support in the areas of operational rail safety. Innovative approach and ability to prepare detailed submissions for management consideration. Ability to negotiate at all levels within the company and create positive external and internal relationships Understanding and knowledge of computerised data management systems. Able to address difficult and complex tasks within tight timeframes
EXPERIENCES 5-10 years in railway operations, engineering, health and safety, quality or environmental management. Proven track record of managing network safety practices and procedures in a transport environment. Knowledge of the legal framework around Safety, Risk Management, Railway Operations.
EDUCATIONNAL QUALIFCATIONS Bachelors or a Masters degree (or equivalent) NEBOSH Occupational Health and Safety Diploma
