Title: Offshore Health, Safety, and Environment (HSE) Officer
Job Summary:
The Offshore Health, Safety, and Environment (HSE) Officer is responsible for supporting the implementation and management of HSE policies and procedures during offshore installation, commissioning and shutdown operations. This role involves monitoring safety practices, conducting inspections, ensuring compliance with regulations, and promoting a safe working environment.
Key Responsibilities:
Support the Offshore HSE Lead or Manager in developing and implementing HSE plans and procedures.
Conduct regular inspections and audits of work areas to ensure compliance with safety regulations and standards.
Monitor and enforce the proper use of personal protective equipment and compliance with operational safety standards.
Assist in conducting risk assessments and hazard identifications for operational activities, and toolbox talks.
Support the investigation of incidents, near-misses, and unsafe acts; contribute to root cause analysis and ensure implementation of corrective/preventive actions.
Maintain comprehensive and accurate documentation of safety observations, incidents, audits, and performance metrics.
Promote a culture of safety and environmental awareness through on-site coaching, safety briefings, and participation in training sessions.
Ensure offshore personnel are familiar with emergency response protocols, muster points, and evacuation procedures.
Support emergency preparedness drills and response coordination when required.
Ensure the availability, accessibility, and maintenance of first aid kits, firefighting equipment, and emergency response tools.
Serve as the HSE liaison between site personnel, subcontractors, and supervisors to resolve safety-related concerns.
Report daily HSE performance, observations, and issues to the Offshore HSE Lead or Manager.
Foster a proactive and accountable safety culture aligned with company vision and objectives.
Qualifications:
Bachelor's degree in Engineering, Environmental Science or equivalent.
Minimum professional certification such as NEBOSH IGC.
5 years of experience as an HSE Officer in the oil & gas industry ,with a minimum of 3 years in Offshore experience, preferably in GCC or Qatar.
Knowledge of HSE regulations, standards, and best practices.
Strong communication, observational, and organizational skills.
Ability to work effectively in high-pressure, high-risk environments.
