Job Description

Job Purpose
To manage all aspects of the commercial and financial management of MEP packages for major construction projects. The role involves ensuring that the project's contractual, cost, and financial objectives are met, from pre-contract stages through to final account agreement. The ideal candidate will possess deep technical knowledge of MEP systems and a proven track record in the UAE market.
Key Responsibilities
Pre-Contract:

  • Analyze tender documents, drawings, and specifications for MEP packages to identify risk and opportunity.
  • Prepare accurate and comprehensive cost estimates, bills of quantities (BOQ), and cost plans for MEP works.
  • Liaise with MEP designers, engineers, and subcontractors to clarify technical queries and obtain competitive quotations.
  • Perform detailed measurement and take-off from drawings using software such as AutoCAD or CostX.
  • Prepare and submit tender and bid proposals, including all commercial submissions.
  • Participate in tender negotiations and client presentations.
Post-Contract:
  • Manage the financial performance of MEP packages, including cost forecasting, budgeting, and cost control.
  • Prepare, submit, and negotiate interim payment applications (Interim Payment Certificates) and follow up on collections.
  • Manage the valuation of variations, change orders, and claims in accordance with the contract terms (typically FIDIC).
  • Prepare detailed cost and value reconciliation (CVR) reports on a monthly basis.
  • Procure MEP subcontractors: prepare tender documents, analyze bids, and award subcontracts.
  • Manage subcontractor accounts, including certification of payments, variations, and final accounts.
  • Identify and advise on commercial risks and opportunities as they arise.
  • Provide commercial advice and support to the Project Manager and MEP site team.
Final Account:
  • Prepare and negotiate the project's final account with the client and/or consultant.
  • Settle all subcontractor final accounts.
  • Ensure all contractual obligations are fulfilled and all entitlements are realized.
Contractual:
  • Have a strong working knowledge of standard forms of contract in the UAE (e.g., FIDIC).
  • Administer the contract, ensuring compliance with all contractual notices and procedures.
  • Provide advice on contractual claims and disputes, working with legal counsel if necessary.
Qualifications and Skills
Essential:
  • Bachelor's degree in Quantity Surveying, Construction Management, Mechanical Engineering, or Electrical Engineering.
  • A minimum of 8 years of proven experience as a Quantity Surveyor, with a strong focus exclusively on MEP systems.
  • Must have UAE experience on large-scale construction projects (high-rise, hotels, hospitals, malls, etc.).
  • In-depth knowledge of MEP systems, materials, and installation methodologies.
  • Proficiency in measurement and take-off software (e.g., CostX, Bluebeam) and advanced MS Excel skills.
  • Demonstrable experience in preparing tenders, claims, and final accounts for MEP works.
  • Excellent negotiation, communication, and presentation skills.
  • Strong analytical and problem-solving abilities.
  • Ability to work under pressure and meet strict deadlines.
Desirable:
  • Professional membership (e.g., MRICS, MCIOB) or progression towards it is highly advantageous.
  • Experience working for both main contractors and MEP subcontractors is valued.
  • Fluency in Arabic is a plus.
