Overview

**This position will be physically located in Kuwait in support of LOGCAP**

+ The Quality Sr. Engineer is responsible for quality oversight and contract performance monitoring over the LOGCAP V contract. Responsible for a Quality Assurance and Control Plan is implemented and followed, and using statistical random analysis techniques to identify defects, non-conformance, detect adverse quality trends and coordinate corrective actions. Develop histograms, Pareto charts and other metrics identifying cause and effect relationships to isolate root problems. Develop sampling plans, checklists, investigate, and document customer complaints. Review and interpret technical specifications, requirements and various documents to insure correct technical solutions are viable, effective and insure performance meets the established tolerance criteria. This position reports directly to the Quality Sr. Manager but also coordinate activities with various intermediate managers throughout the program.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

+ Provides expert knowledge and experience in overseeing a comprehensive Quality Management system for the program.

+ Identify processes and procedures required to execute the project in compliance with project specifications, standards and safety and security requirements.

+ Possess the technical ability to develop executive Corrective Action Plan in response to ACC/USG Corrective Action Reports (CAR).

+ Implements and audits to ISO 9001:2015 Standards.

+ Evaluate how overall work center performance is meeting Performance Work Statement (PWS) requirements.

+ Establishes a uniform and comprehensive set of guidelines, processes and procedures for effective, consistent and quality execution of work tasks.

+ Perform major Vendor Quality System audits of multiple discipline

+ May act as liaison with the Government Contract Officer Representatives (CORs) and Quality Assurance Representatives (QARs).

+ Ensure QA Audit plans are in place, ensure corrective actions are identified where any non-conformities or process deviations are identified, and follow up these to conclusion. Direct corrective actions for all discrepancies and monitor compliance.

+ Overseas overall QMS activity of an assigned Task Order

+ Works closely with Task Order Quality and Sr Leadership to support meeting goals and objectives, compliance and focus on improvements and Leaning functional operations

+ Perform other duties as assigned.

Qualifications

+ MINIMUM QUALIFICATIONS:

+ Education/Certifications: Two years related experience may be substituted for one year of education, if degree is required.

+ High School diploma.

+ ISO 9001:2015 Lead Auditor (or the ability to obtain).

+ Six Sigma Green Belt certification or Six Sigma Black Belt certification strongly desired.

+ PMI PMP Strongly desired

+ A valid US driver's license is required, and able to obtain Kuwait Driver's License.

+ Proof of COVID-19 Vaccination:

+ To be qualified for this position you must comply with USCENTCOM MOD 16 that requires proof that you are fully vaccinated for COVID-19, as defined by the CDC or host country requirements. As of now, to be fully vaccinated for COVID-19 you must have received either two doses of Pfizer BioNTech Vaccine, two doses of AstraZeneca/Oxford Vaccine, two doses of Moderna Vaccine, or one dose of Johnson & Johnson Vaccine, and two weeks must have elapsed after the final dose was administered. This definition may change in accordance with CDC guidelines. Compliance with this government requirement is an essential function of the position and is a condition of employment.

+ Experience:

+ Minimum of 5 years Quality Management experience required. 5 years leadership/management experience required. 10 years in contracting environment highly desirable.

+ Proven skills in Logical Analytical/Problem Solving. Strong planning and organizational skills. Interpersonal skills to represent the PMO during audits and inspections, to participate in various meetings and to present data/metrics to program leadership and technicians as required.

+ Strong attention to detail is required. Successful candidate must also show evidence of knowledge and experience in Six Sigma methodologies, developing, implementing and managing continuous improvement projects, and have a process minded approach. Candidate must also be able to work under pressure, manage multiple assignments simultaneously, and have excellent interpersonal skills.

+ Skills:

+ Strong organizational skills.

+ Computer proficiency in Microsoft Office Excel, PowerPoint, Outlook, Word, Office Tools. Ability to work with very diverse workforce.

+ Fluent understanding of PMI Methodologies

+ Excellent English communicator both in writing and verbally. Expertise in writing SOP'S, Plans, Work Instructions, processes and Project Orders a plus.

+ SUPERVISORY/BUDGET RESPONSIBILITIES:

+ Provides leadership, mentoring and supervision of Quality Supervisors, Leads & Auditors.

+ Can fill in as Quality Manager/Sr. Manager as needed.

+ WORKING ENVIRONMENT:

+ Working environment will be 80% indoor, 20% outdoor. Work duties will potential exposure to extreme climatic conditions, i.e. temperatures over 120 degrees for extended periods. Up to 50% Business travel may be required to Hazardous areas.

+ PHYSICAL ACTIVITIES:

+ Work will require lifting up to 25 lbs, stooping, climbing, prolonged standing, and prolonged sitting. Employee use of personal protective equipment (PPE) is required in certain areas. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision, and hearing protective devices. Must comply with OSHA, EPA, Fire and Safety Regulations and published company work rules.
