POSITION SUMMARY The Quality Control Manager (QCM) is responsible for implementing and evaluating the effectiveness of the Security Support Services (SSS), Area Support Group (ASG), Kuwait (ASG-KU) contractor Quality Control Plan (QCP). The QCM advises the Program Manager and in Country Project Manager regarding the effectiveness of the QCP and notifies the Program Management Office (PMO) of any non-conformance and/or contract discrepancies and/or deficiencies. RESPONSIBILITIES * Responsible for implementing appropriate surveillance methods to ensure compliance with all elements of the US Government Quality Assurance Surveillance Plan (QASP), Contractor Quality Control Plan (QCP), Performance Work Statement (PWS) and other contract requirements * Responsible for continuously improving existing approved contractor QCP and providing recommendations when additional changes are required * Responsible for conducting a myriad of contract surveillance evaluations, including but not limited to; scheduled or unscheduled inspections, audits, assessments, and reviews at different Camps * Draft contract quality related deliverables and submits within the required contract timelines * Conduct contract quality trend analysis and immediately reports negative performance trends, non-conformance and/or non-compliance issues to the Program and Project Managers * Develop Corrective Action Plans (CAPs) in conjunction with the Project Manager and Guard Site Managers * Coordinate and develop comprehensive response(s) to US Government issued Non-Conformance Reports * Coordinate with company in-country leadership to evaluate and improve existing quality checklists, instructions and procedures for accuracy, applicability and relevance to the QCP and QASP respectively * Develop quality related presentations for diverse company employees; provides tailored briefings for guards, supervisors, managers and other leadership highlighting their specific role(s) in quality assurance * Serve as liaison with USG QASP evaluators and participates during US Government inspections, audits, assessments and evaluations when authorized; implements Article 10 of ANSI/ANSIS PSC.1 and/or Article 9 of ISO 18788 * Conduct frequent audits of all required quality records as listed in the company QCP, including training completion records, weapons qualification records, sign in rosters, Guard Mount rosters, etc. * Support and assist corporate quality personnel during ISO 90001:2015 and ANSI/ASIS PSC.1 audits * Evaluate subcontractor performance and advises the Program Manager and Project Manager regarding subcontractor discrepancies, deficiencies or subcontractor non-conformance with contract requirements * Other duties as assigned QUALIFICATIONS * Must be eligible to receive and maintain a US Government issued SECRET security clearance * BA/BS in quality management strongly preferred * ANSI National Accreditation Board (ANAB) Certification, as a Certified Manager of Quality/Organizational Excellence (CMQ/OE), Certified Qualified Auditor (CQA), Certified Quality Engineer (CQE), or Certified Six Sigma Black Belt (CSSBB). Similar qualifications and/or certifications will be considered * 10+ years' demonstrated experience developing, implementing and evaluating US Government contractor Quality Management Systems, including contract specific Quality Control Plans (QCP) * 10+ years' documented experience applying U.S. Government Federal Acquisition Regulations (FAR), Part 46, Quality Assurance and ensuring contract compliance within performance standards * Documented experience managing, evaluating and improving Quality Management Systems (QMS) in accordance with ISO 90001:2015 and ANSI/ASIS PSC.1 Security Operations Management System * Documented experience interpreting various US Army, Quality Assurance Surveillance Plans (QASP) and all applicable DoD Directives, US Army publications, regulations, manuals, pamphlets, and training circulars * Deep understanding of US Government contracting requirements, specifically in the areas of quality assurance and quality control (QA/QC). The office environment is busy with frequent interruptions and short notice requirements, deliverables and project deadlines. Business work hours are Monday through Saturday from 8 am to 6 pm, however, some extended, additional weekend hours, or holidays may be required. PHYSICAL REQUIREMENTS May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday. Kuwait is a very hot an arid working environment with peak temperatures approaching 130 degrees Fahrenheit and frequently reaching 111 + degrees Fahrenheit daily.
