QS Manager / Engineer (Quantity Surveyor)
Location: Dubai, UAE
Department: Commercial / Contracts
Reports To: Commercial Manager / Project Director
Job Purpose:
To manage all cost and financial aspects of the construction project, from initial estimating through to final account. The QS Manager ensures the project's commercial success by controlling costs, managing contracts, and securing payments, while protecting the company's financial and legal interests.
Key Responsibilities:

• Prepare and manage the project's cost plan, budget, and cash flow forecasts.
• Handle all measurement, valuation, and submission of monthly interim payment applications to the client.
• Evaluate and process subcontractor interim payments and final accounts.
• Manage the change control process: pricing variations, preparing claims (EoT, cost), and negotiating with the client/consultant.
• Conduct cost value reconciliations (CVR) and provide detailed financial reporting to management.
• Administer the main contract and all subcontracts, ensuring compliance with commercial terms.
• Perform feasibility studies, material take-offs, and procurement cost analysis.
• Identify commercial risks and opportunities and advise the project team.
• Prepare and agree on the final project account.

Qualifications & Experience:

• Bachelor's degree in Quantity Surveying, Civil Engineering, or Construction Management.
• Professional membership (RICS, CIOB, AIQS) is highly preferred.
• Minimum of 10 years of QS experience in construction, with at least 5 years in a senior or managerial role in the UAE.
• Extensive experience with FIDIC and Dubai-based contract forms.
• Strong expertise in cost estimation, contract law, and claim management.
• Proficient in QS software (CostX, Bluebeam) and MS Excel.
• Commercially astute with excellent negotiation and analytical skills.
