QHSE OFFICER (Quality, Health, Safety, and Environment)
Job Title: QHSE Officer
Department: Quality, Health, Safety & Environment (QHSE)
Reports To: QHSE Manager / Project Manager
Overall Purpose of the Role:
The QHSE Officer is responsible for developing, implementing, and monitoring the Integrated Management System (IMS) encompassing Quality, Health, Safety, and Environment. The role is pivotal in fostering a proactive culture of safety and quality, ensuring compliance with all legal, regulatory, and company standards, and minimizing risks across all project activities.
Key Responsibilities:
Health & Safety (H&S):

  • Develop, implement, and maintain the company's H&S policies and procedures.
  • Conduct regular site inspections and audits to identify potential hazards, unsafe practices, and non-compliance issues.
  • Lead incident/accident investigations, including near-misses, to determine root causes and implement corrective and preventive actions.
  • Organize and deliver H&S inductions and toolbox talks for all employees and subcontractors.
  • Maintain and manage records of incidents, inspections, and safety meetings.
  • Ensure the availability, appropriateness, and usage of Personal Protective Equipment (PPE).
  • Manage emergency response procedures and conduct regular drills (e.g., fire, evacuation).
  • Conduct risk assessments and method statement (RAMS) reviews for all critical tasks.
Quality Assurance:
  • Implement and monitor the Quality Management System (QMS) as per ISO 9001 standards.
  • Conduct internal quality audits to ensure processes and outputs meet established standards.
  • Inspect materials, equipment, and workmanship to ensure they conform to project specifications and quality plans.
  • Manage the Non-Conformance Report (NCR) process, tracking issues from identification to closure.
  • Review and approve quality control documentation from subcontractors and suppliers.
  • Participate in pre-installation meetings to clarify quality requirements.
Environment:
  • Develop and implement environmental management plans in line with ISO 14001.
  • Monitor site activities to ensure compliance with environmental regulations and permit conditions.
  • Manage waste streams, promoting reduction, reuse, and recycling initiatives.
  • Monitor and record environmental aspects, such as dust, noise, and water pollution.
  • Advise on the handling and disposal of hazardous materials.
Administration & Reporting:
  • Prepare and submit weekly and monthly QHSE performance reports to management.
  • Maintain all QHSE documentation, including licenses, permits, and training records.
  • Stay updated on new legislation and best practices in QHSE.
  • Act as the primary point of contact for external QHSE audits (client, regulatory bodies).
Qualifications, Skills & Experience:
  • Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
  • Certified NEBOSH International General Certificate or equivalent is mandatory; IOSH Managing Safely is a plus.
  • Professional certification in Quality (e.g., ISO 9001 Lead Auditor) and/or Environment (e.g., ISO 14001) is highly desirable.
  • Minimum of 5 years of experience in a QHSE role, preferably within the construction or infrastructure industry.
  • In-depth knowledge of local and international HSE regulations (e.g., OSHA, OSHAD, etc.).
  • Excellent communication, training, and interpersonal skills.
  • Proficient in incident investigation techniques (e.g., Root Cause Analysis).
  • Strong IT skills and report-writing ability.
