Purpose
The position of a QA / QHSE Manager / Supervisor - water treatment facility, is a pivotal role responsible for establishing, implementing, and continually improving an integrated management system to ensure quality, health, safety, and environmental compliance. This position involves independent oversight, regulatory adherence, and fostering a culture of safety and quality in line with the international and UAE compliance requirements.
Roles & Responsibilities:
Policy and Procedure Development
: Develop, implement, and enforce company-wide QHSE policies and procedures, ensuring alignment with local regulations (UAE laws, Civil Defence, Municipality, EHSMS) and international standards such as ISO 22000, ISO 9001, ISO 14001, ISO 45001, and HACCP where applicable. Review internal QHSE policies and practices to ensure they are current and appropriate; conduct hazard and risk assessments and change existing or develop new recommendations from these assessments.
Compliance and Auditing
: Conduct regular site inspections and risk assessments of the plant facilities, equipment, and procedures. Coordinate internal, external, and client audits, manage non-conformities, and ensure documentation and test records are complete and accurate. Audit & control general factory conditions QHSE. Proactively prevent accidents & incidents. Ensure compliance with UAE Regulatory requirements.
Risk Management
: Lead proactive risk assessments, investigate incidents, facilitate root cause analyses, and implement corrective and preventive actions. Manage emergency response plans and fire safety drills. Identify QHSE risks of personnel to the management and promulgate opportunities for improvement. Develop all the required documentation, operational checks and reports for the QHSE Management System to be compliant with international standards, including corrective and preventive measures. Ensure regular emergency response exercises and drills are conducted to ensure the highest level of preparedness in any emergency. Maintains records of such drills, providing recommendations for emergency response improvements. Supervises the regular inspection of firefighting, safety and emergency response equipment. Assist in developing and implementing field location emergency response procedures and evacuation plans. Handle medical emergency response preparation and implementation.
Performance Monitoring and Reporting
: Provide independent oversight of plant operations and maintenance activities, using data analysis and trend evaluation to report performance verification to project and corporate leadership. Coordinate with the laboratory and QHSE team regarding any material, process, or even product that has an environmental impact. Coordinating with the CEO on standards and facilities resolutions regarding the international quality issues and problems with the imported material and ensure that all delivered products are QHSE Assured / inspected (if necessary) and meets the customer requirements. Coordinating with the Factory and Production team standards and facilities resolutions of the international QHSE issues and problems with the imported material.
Training and Leadership
: Drive a culture of safety and quality by providing necessary training and mentoring to staff and contractors on quality and compliance best practices. Conduct training and awareness programs related to QHSE. Ensure that operations employees, contractors, and site visitors receive QHSE inductions for theatre operations.
Environmental Management
: Oversee waste disposal, environmental protection measures, and sustainability initiatives, ensuring compliance with environmental regulations. Lead the waste management plan and reduction of carbon footprints. Responsible for preparing written weekly and monthly QHSE reports, statistics and presentations related to QHSE performance. Guide and audit the company regarding food defense and food security. Ensure that all delivered products are HSE Assured / inspected (if necessary) and delivered to the customer meeting QHSE requirements.
Minimum Qualifications and Skills:
Education
: A bachelor's degree in engineering, Science, chemistry or a related field.
Experience
: A minimum of 5-10 years of relevant experience within a large-scale water plant facility in a management or supervisory role.
Certifications
:
Certified Internal and/or Lead Auditor for ISO 22000, ISO 14001, and ISO 45001.
Professional OHS qualifications such as NEBOSH IGC/NGC or IOSH Managing & Working Safely.
HACCP 4 level.
Skills
