DESCRIPTION Job Responsibilities of Proposals Engineer Key Responsibilities

• Manage proposal development from RFP receipt to contract award.

• Study ITB/ITTs and Scope of Work for exact market competitive pricing.

• Be the part of Tender Evaluation consortium in order to prepare tender resumes for Management\xe2\x80\x99s

review prior to bid preparation.

• Responsible for detailed evaluation of BOQ for cost estimation.

• Responsible to participate in pre-tender meetings.

• Conduct site visit to understand site conditions and scope of works to incorporate realistic inputs in the

proposal.

• Coordination with the client for Tender queries and clarifications to better understand the SOW.

• Prepare enquiries to receive quotations for Materials, Services & Subcontract works specific to the

Project needs.

• To highlight Project Bottlenecks affecting the Project Total Float.

• Evaluation of project in terms of man-hours and calculation of required manpower and equipment

resources.

• To supervise and prepare Deployment Schedules for manpower & equipment.

Responsible to identify possible risks associated with the proposed job and incorporation of factors that can safeguard against such risks.

• Prepare detail Commercial & Technical Packages along with Basis of Pricing.

• Compilation of Technical & Commercial Proposals in line with tender requirements.

• Conduct and present in management adjudication meeting for the finalization of the cost.

• To maintain cost engineering database to allow quality benchmarking of estimates.

• Participation in post tender clarification / negotiation meetings.

• Proactive involvement in project hand over to execution /operations team.

General Responsibilities

• Enhance, develop, monitor and improve proposal processes and tools to improve quality, delivery time,

and accuracy of proposals.

• Keeps up-to-date with technical developments, both internal and external, as well as industry

developments.

• Develop and operate the company\xe2\x80\x99s proposal knowledgebase and archival storage.

• Ensure the proposals are of high quality and are prepared in a timely manner to comply with internal

review standards and customer requirements.

• Preparation of Pre-qualification documents.

• Meeting with management for Proposals Strategy Sessions

• Coordinating internally for Project own/rental resource deployments.

• Inter departmental coordination.

• Sub-supplier correspondences and sourcing (Vendor Communication).

• Maintain high integrity at work and fully comply with company\xe2\x80\x99s code of conduct/ethics.

• Perform tasks assigned by the line manager.

WORK CONTACTS Internal \xe2\x96\xaa Daily contact with Proposal Engineers & Proposals Manager. \xe2\x96\xaa Daily Contact with Procurement and Purchasing Engineers. \xe2\x96\xaa Occasional contact with Site team External \xe2\x96\xaa Occasional contacts with equal level employees of clients, contractors and sub contractors. JOB MINIMUM REQUIREMENTS Education Bachelors in Mechanical Engineering or equivalent Work Experience 1. Around 5-8 years\xe2\x80\x99 experience in Projects Estimation and Proposals preparation. Skills 1. Good understanding and knowledge of projects/shutdowns/retrofit jobs estimation, Bill of Materials taking, bids preparation preferably in oil/gas & power industry. 2. Ability to use planning tools especially Primavera P6. 3. Good knowledge of written and spoken English language. 4. Analytical thinking, time management. PHYSICAL DEMANDS WORK ENVIRONMENT Most of work time is spent in the office with minimal physical effort exerted. Duties are performed mostly in an air conditioned atmosphere.
