Job Description

Desired Qualification: Engineering degree (Mechanical, Production or Equivalent degree in related field) with 6+ years' experience in Oil & Gas field. Familiarity with relevant codes and standards- American, BS, and international standards and codes.

Competencies: Should be familiar with working practises in Oil and Gas Industry with highest attention to HSE. Demonstrate a personal commitment to Quality, Health, Safety and the Environment. Knowledge to handle tools required to perform work. Excellent communication, interpersonal, and analytical skills Fluent in English with good negotiation skills Ability to work independently and as part of a team, and to manage multiple priorities and deadlines Strong Technical Writing Skills Flexibility and ability to adapt to change

Computer literate with familiarization in MS Office, MS Projects, CRM etc.

Basic Function: The primary role of a Proposal Engineer is to prepare a precise and competitive estimate for mechanical, piping and structural works related aspects within tenders, in compliance with global standards and specific client demands. Functions involved good knowledge about piping systems, static equipment including pressure vessels and heat exchangers, rotating equipment, process packages and prior experience in estimating and cost analysis.

Responsibilities: Build and maintain a strong relationship with Vendors and Subcontractors to be able to have constant support in Cost Estimation and helping produce a much competitive bid. Constant collaboration with the Project Execution Team, to be equipped with latest and updated strategies and lessons learned vital in producing a reliable and competitive cost estimate Establish, if not re-establish guidelines and procedures for Cost Estimation in terms handling Invitation to Bids from Acknowledgement up to Submission. Prepare a standard and full-proof, well organized Cost Estimation Spreadsheet for ease in review and analysis Maintain a constantly updated Database containing all relevant cost estimation references (e.g. Material prices, labour costs, equipment costs, etc...) Prepare and establish Proposal requirements from Client specification, relevant Codes and Standards, feed documents, data sheets, Prepare Bill of material/quantities. Prepare preliminary design inputs to initiate the estimation requirements.

Obtain cost of Engineering, material, consumables, sub-contract work etc necessary to prepare the quotation. Receives and logs ITT (Invitation to Tender), RTT (Request to Tender), RFQ (Request for Quotation) or any form on Invitation to Bid in general, and examines them if they suit to the Company's range of Products and Services. Prepares Official Letters of Expression of Interests and Decline to Quote/Tender, and of other relevant communications with the client during the bidding stage. Prepares Technical Bids, and ensure technical documentations are according to the ITT/RTT/RFQ requirements, and submission guidelines. Prepares Commercial Bids according to the ITT/RTT/RFQ scope of work, and submission guidelines Responsible in putting all together a competitive Bid, giving the Company a decent chance of being awarded with a job, against its competitors. Responsible in communicating with the Clients for Technical Clarifications and pro-actively initiate actions by providing qualifications which will not be detrimental to our position or standing as a bidder. Communicate with, advice and guide senior managers on strategic proposal decisions. Responsible in maintaining latest and updated relevant set of various client specific and international Specifications and Standards Responsible in the overall implementation of Corporate Project Estimation procedures and Quality Management System Lead Technical Proposal discussions during proposal kick off and scope-review meetings with clients/partners and gain agreements on responsibilities. Coordination with the Technical Manager for the requirements of the Technical Proposal. Attend site visits as needed to become acquainted with site conditions and take account of these in the Technical Proposal. Participate in identifying risk elements Embrace changes and entertain suggestions to improve the Cost Estimation process and Pricing Norms Responsible for identifying areas or aspects that needs improvement and additional learning and knowledge pertaining to Cost Estimation knowledge, skills and resources, and pro-actively taking actions on them. Assist Contracts and Projects Team during Contract review and project kick-off, whenever necessary. Ability to coach sales teams and subject matter experts in persuasive writing and proposal best practice Assist with development of new product lines, identify areas of risk and opportunity to improve for the existing product lines.
