THE PROJECT NEOM GREEN HYDROGEN COMPANY: Air Products has entered into a Joint Venture agreement with ACWA Power and NEOM and together established the NEOM GREEN HYDROGEN COMPANY (NGHC). The Company will be Owner and Operator of the world’s first and largest green hydrogen project at an estimated capital investment of USD $ 5bn. This unique project will be a fore-runner in green hydrogen-based ammonia production and will serve the new and growing global Hydrogen markets. The facility will be sited in NEOM, KSA and will be powered by more than 4GW of renewable solar, wind and battery storage. The project is scheduled to be onstream in 2026.
POSITION SUMMARY
The Project QA/QC Manager is responsible to manage , implement, continuously develop and monitor the Project Quality Management System to ensure successful delivery project.
NATURE & SCOPE
Candidate will be assigned to a construction site and will be expected to travel frequently and on need basis. Candidate will lead group of construction QA/QC inspectors to implement employers QMS requirements and continuously follow up execution adherence to required QA/QC standards.
PRINCIPAL DUTIES AND RESPONSBILITIES
As approved by the Project Manager, the Quality Assurance Manager has the responsibility and commensurate authority to accomplish the following duties:
  • Oversee and coordinate Employer QA/QC team activities to implement QMS requirements during Project execution.
  • Review contractors Project Quality Plan and ensure continuous improvement to the plan as appropriate.
  • Monitor and report Contractors’ Quality management performance.
  • Audit and monitor all Contractor Quality Programmes, advice the Discipline Supervisors, Field Superintendents and Site Manager of any shortfalls and provide specialist support
  • To initiate, monitor and control the corrective and preventive Action Requests issued during project audits and close off once found acceptable.
  • Monitor and assure contractor’s compliance to all applicable Project’s specifications and requirements.
  • Manage the inspection of each contractor’s work and make sure the quality of workmanship and materials meet contract requirements.
  • Ensure the contractor provides a thororough plan and requirements for tests, arranges for all required tests such as, but not limited to, UT scans, x-rays, cone tests, cube tests, concrete tests, load plates tests, soil compaction, hi-pot tests, megger tests, grounding tests, soil resistivity etc.
  • Participate in a weekly on-site construction meeting with the assigned contractors and their subcontractors and discuss quality related issues
  • To evaluate, assess and audit/survey suppliers and contractor’s quality on a regular basis so as to ensure the desired quality level is maintained.
  • Review contractor’s ITP, work method statements, CQP plan to ensure they meet the requirements of contract.
  • Chair regular meetings involving all Contractors’ Senior Representatives and AP construction engineers
  • Report to the Overall Project Manager the current status, contractor performance, QA/QC statistics and monitoring outcomes and any potential quality issues that may affect schedule or cost.
MINIMUM REQUIREMENTS AND QUALIFICATIONS
  • Bachelor degree or higher qualification in Engineering
  • Knowledge of the ISO-9000 series International Standards
  • Quality Management certification (preferred)
  • Fluent in English, written and spoken.
  • Lead Auditor certification from a recognized organization
  • Conversant with applicable industry standards and specifications
  • Experience of 15 years with management & supervisory level in Projects QA/QC.
  • Experience in Power, Renewable Energy, Oil, Gas and Petrochemical projects, Infrastructure, Communication, etc.
