Project Procurement Manager

JOB TITLE & PURPOSE OF THE JOB

Job Title: Sourcing & Supply Chain Manager Job Code: SO-MA-02

Purpose of the job: He/ She is the sourcing and Supply chain representative of the Site as member of the Site Management Committee: relays to Sourcing/Supply chain /Site any information or decision that could impact respective activities such as organizational changes, supplier difficulties, local/central instructions, Make or Buy decisions. Acts as a facilitator between Sourcing and Supply chain Function and Site operational members He/ She is the Sourcing and Supply chain accountable for Project execution

Organisation structure: Region / Sourcing / Supply Chain Reports directly to: Project Director of MALOCO Other reporting to: Services Procurement Manager & Country Indirect Procurement Manager Direct reports: Supply Chain team

ACCOUNTABILITIES & AUTHORITIES

Team management and development: Manage headcount and staffing Manage local team (Sourcing and Supply chain) in close link with central sourcing (CM, PLSD, Domain Director, Methods & Tools) Monitor local sourcing and Supply Chain team workload and process to arbitration Develop team competences Promoting the Alstom Code of Ethics and adhering to the highest standards of ethical conduct.

Sourcing and Supply chain performance: Apply & support Alstom sourcing and Supply chain rules, process & tools Challenge central sourcing and Supply chain (CM, PLSD, Domain Director) to secure project execution and profitability in escalation phase Apply the Local risks management governance Promoting the Alstom Code of Ethics and adhering to the highest standards of ethical conduct. Provide to central sourcing and supply chain site input to impact commodity strategies Ensure the Supplier Panel Compliancy (Target Panel defined by CM) Secure continuous improvement within whole local sourcing and Supply chain team (SMART) Manage Supplier Local QCD performances and Perfom regular (min. Monthly) supplier QCD performance, solves major issues and secure objectives achievement

Project execution and profitability:

Support local sourcing and supply chain team to face commercial and contractual negotiation during project execution phase Challenge site management committee member to secure project execution and profitability Track sourcing and Supply chain performance in project and issue action plan in case of deviation Analyse risks and sets appropriate mitigation plan Formalize and share REX on main issues Secure OTD Go Order and PO placed on time Operationnal excellence & Cash focus:

Support supply chain to monitor and secure raw material inventory and OTIF objectives Support quality on NCR traitement and improvement, CONQ S1 management Support accounting departement to aligne on invoice accouting and payable days Actively participate on industrial continous improvement

Key Job Authorities and Dimensions (Expenditure/Hiring authorities, total budget resp., team size; etc.): DOA Performance measurements: Tender ambition covering (ASIP) & Sourcing action plan tracking from SPR including claims and ambition covering Supplier local QCD performance management Go Order and FAI Go on time Sourcing and Supply chain maturity roadmap improvement (SMART) CONQ S1 & coverage from sourcing Supplier Panel Compliancy Rate OTIF + Raw Material coverage

EXPERIENCE PREREQUISITES & REQUIRED COMPETENCES

Educational Requirements

Mandatory: Business or engineering School and MASTER in Purchasing

Experience

Mandatory: 10 years of experience in sourcing, Supply chain, project and operation Sourcing professional background (at least 10 years) Strong management experience of large multicultural team(at least 7 years)
