Job Title: Project Manager - Airport Construction Project Management Office Ref: IQ-PM Job Summary: The Project Manager shall play a pivotal role in meticulously planning, executing, and overseeing airport construction project. This role involves collaborating with diverse teams and stakeholders to ensure timely project delivery within budget while upholding rigorous quality and safety standards. Additionally, the Project Manager will be responsible for overseeing manpower and equipment utilization, compliance with technical standards, health and safety measures, contract evaluation, dispute avoidance and mitigation, liaisons with local authorities and ICAA, deployment of additional key experts when needed, program review and approval, quality assurance, order design and shop drawing approvals, settle contractor payment certificates, and day-to-day management of contractors. The successful candidate has to provide recommendation letters from previous employers and their CV s will be subject to final approval of the Airport Authority in Iraq. Key Responsibilities: 1. Strategic Project Planning: - Oversee comprehensive project plans encompassing scope, objectives, deliverables, timelines, and resource allocation. - Align project goals with the airport\'s strategic vision, ensuring synergistic execution. 2. Efficient Project Execution: - Lead cross-functional project teams, including engineers, contractors, and stakeholders. - Proactively drive task execution, monitor progress, and adeptly address emerging challenges. - Institute rigorous risk management protocols, developing effective mitigation strategies. 3. Manpower and Equipment Utilization: - Track and optimize the utilization of manpower and equipment, ensuring efficient resource allocation. - Continuously monitor labor and equipment productivity to enhance project efficiency. 4. Budget Mastery and Cost Control: - Establish and meticulously manage project budgets, closely tracking expenditures and controlling costs. - Identifying cost-saving opportunities and expertly manage project finances. 5. Meticulous Schedule Management: - Ensure project schedules are maintained , relentlessly monitoring progress and agilely adjusting as needed. - Ensure unwavering adherence to timelines and milestones. 6. Elevated Quality Assurance: - Instigate and uphold stringent quality standards and procedures that align with project specifications. - Conduct methodical quality audits and inspections. 7. Technical Standards Compliance: - Ensure strict adherence to technical standards and regulations, working closely with engineers and experts to meet all specifications. - Continuously monitor and verify that project components meet the required technical standards. 8. Health and Safety Leadership: - Champion and enforce rigorous safety protocols and regulatory compliance at the construction site. - Implement and oversee health and safety programs, ensuring a safe working environment for all project members. 9. Design and Shop Drawing Approvals: - Collaborate with the design and engineering teams to ensure that design and shop drawings are complete and compliant with project requirements. - Secure necessary approvals for designs and shop drawings before initiating construction activities. 10. Contractor Payment Certificates: - Examine and validate contractors\' payment certificates, ensuring they align with quantity measurements and project progress. - Verify and approve payment certificates in accordance with contract terms. 11. Contract Evaluation and Claims Management: - Evaluate and manage contract performance, addressing any claims or disputes promptly. - Work to avoid and mitigate potential disputes through proactive communication and issue resolution. 12. Liaison with Local Authorities and ICAA: - Establish and maintain effective communication channels with local authorities and the ICAA (Iraqi Civil Aviation Authority). - Ensure compliance with all regulatory requirements and coordinate approvals as needed. 13. Deployment of Additional Key Experts: - Assess project needs and deploy additional key experts as necessary to ensure project success. - Collaborate with relevant parties to identify and onboard expert resources. 14. Program Review and Approval: - Review, monitor, and approve contractors\' program and project schedules. - Ensure alignment with project objectives and timelines. 15. Quality Assurance and Audits: - Develop and implement a comprehensive quality assurance plan, including regular audits. - Ensure that all project activities adhere to quality standards and specifications. 16. Day-to-Day Contractor Management: - Provide day-to-day management of contractors, issuing instructions and addressing issues promptly. - Foster effective communication and collaboration among project stakeholders. 17. Environmental Protection: -Ensure strict adherence to all applicable environmental laws, regulations, and permits throughout the project\'s lifecycle. -Enforce pollution control measures, including dust control, waste management, noise mitigation, and erosion control, to protect the environment and neighboring communities. Qualifications: - Bachelor\'s degree in Civil Engineering, Construction Management, or a related engineering field. A master\'s degree may be preferred. - Extensive experience in project management more than 25 years , showcasing expertise in overseeing large-scale construction projects, particularly in the airport construction . - In-depth knowledge of construction methods, materials, and industry benchmarks. - Profound familiarity with regulatory prerequisites and safety protocols within the construction domain. - Outstanding leadership capabilities with exceptional communication and negotiation prowess. - Proficiency in utilizing project management software and tools. - Demonstrated capacity to manage multiple projects concurrently and prioritize adeptly. - Exceptional problem-solving and decision-making acumen. - Proficiency in English Language .
