Job Purpose Plan, execute, monitor, coordinate, and handover all electrical engineering installation and commissioning support activities associated with assigned construction projects across company in liaison with project management team. review Electrical scope of assigned projects ensuring the architecture and configuration of new system will meet project specifications and requirements and will add value for a wide range of electrical equipment, control panels, power distribution systems and associated switch gears in the various plants/sites while acting as the first level focal point from company for all electrical engineering aspects for the contractors/consultants and monitoring the work conducted in order to facilitate successful completion of projects as per defined parameters, industry best practices and contractual agreements.

Key Accountabilities

Budgets and Plans

Upon review of the overall project plans in collaboration with Head of Construction - Project and Project Management, prepare the work packages and cost estimation of the construction works, submit for Head of construction and management approval, issue the relevant CWR to the contractors. Issue the work permits for the specific services to be executed by contractors for the assigned line of work and in adherence with defined procedures and project priorities. Monitor the financial performance of a given area of activity versus budgets so that areas of unsatisfactory performance are identified and rectified promptly, and potential performance improvement opportunities are capitalized upon. Ensure effective execution of assigned electrical construction project activities in line with the plans and approved budgets in accord with defined HSE and quality standards. Identify material/equipment required for the assigned project activities in the electrical area for all company locations and coordinate for the timely availability of all requirements. Issue the required materials from warehouse. Ensure that it comply with the project specifications and company standards. Return the unused /extra materials to warehouses Review estimates of labor, materials, tools, and external services required for assigned project work and coordinate preparations with Contracts section safety and project management personnel. Raise necessary documentation to initiate contract negotiations for ongoing manpower requirements or hire agreements for equipment in line with requirements.Project Management

Act as a first level technical specialist for all matters related to electrical systems across assigned construction projects, ensuring timely provision of efficient and reliable services to support achievement of project deliverables. Participate in the commissioning and acceptance testing of newly installed systems. Test new release of systems and application software Supervise, coordinate, and provide initial approval of the activities of contractor or consultants on the assigned electrical construction related activities (procurement, installation, and pre- commissioning) ensuring effective liaison with the project team and Head of Construction - Project for all day to day matters to facilitate timely and accurate execution of all project phases as per defined timelines and specifications. Ensure projects electrical construction activities are executed according to specification, within budget, with the contract scope of work and meets time schedules while highlighting any non-conformances to project engineers, sponsors, and Head of Construction for timely action. Support in efficient and cost-effective delivery of electrical services for assigned projects, ensure the implementation of safe, timely and cost-effective solutions (hardware, software, management tools and components) to meet business requirements. Review and resolve contractor queries and provide technical guidance and expertise such that project goals are clearly understood and to minimize delays. Review and provide initial approval of all related technical documents as per defined levels of authority and established protocols. Gather, research, and analyze pertinent data and information and prepare recommendations with supporting technical data for the effective implementation of site activities. Participate in technical evaluation of contractor vendor proposals to assess technical capability and ensure that bidders proposals comply with set specifications. Coordinate and provide all related Elec. Engineer - Project support for all project installation activities, including the assurance that detailed and related Elec. Engineer - Project data are available at site. Check and validate the preparation, issuance, and implementation of relevant technical documents, by contractor including detailed procedures, method statements, drawings, calculation notes, list of electrical equipment, list of personnel, planning, back-up procedures, to support effective project execution. Perform supervisory functions at the level established by management for the position to ensure all activities are per defined standards and agreements. Lead site meetings related to all aspects of Elec. Engineer - Project matters ensure the assigned discipline, interdisciplinary and operational input from company is effectively communicated to contractors or consultants and reflected in specifications, data sheets and drawings and ascertain adherence with defined protocols across project design and execution phases. Frequently visit work sites to establish existing conditions. Ensure that all HSEQs regulations and applied. Review applicability of existing drawings, standards and specifications and recommend appropriate changes for engineering approval Carry out the technical reviews for assigned areas of work covered in electrical construction projects while evaluating work scheme and recommending appropriate solutions and proposing changes as necessary within the defined project scope and protocols to facilitate achievement of defined objectives. Prepare updates interim progress, resource requirements, drawings and documents availability, and schedule look-ahead, etc. and report any important issues, such as deviations, delays to management to support implementation of corrective action. Attend technical troubleshooting during pre-commissioning, commissioning and start up. Prepare or coordinate the preparation of as built construction documents. Attend to punch pints, issue the project closure documents as per procedure. Carryout site inspection and measurements for the completed works, Checks and certifying contractors invoices as per the contract terms and conditions.Continuous Improvement

Monitor the effective administration of SAP processes within the unit and adherence to SAP guidelines in all related aspects of annual and monthly planning, scheduling, master data management in order to ensure system/data integrity in line with defined company standards.Committees

As a member of the maintenance committees assigned by Head of Construction - Project; review proposals, processes, projects, and new initiatives related to all operations of the plant and provide expert advice and recommendations to the top management to support optimum deployment of resources and achievement of high productivity levels and operational efficiencies.Networking

Develop and maintain effective business relationships with all relevant internal departments and external entities such as QP counterparts, contractors, and service providers etc. with highest standards of business ethics, whilst promptly attending to all critical technical issues in-order to ensure the services required by the organization are delivered in the most effective manner. Represent company externally with customers and stakeholders in all technical meetings to handle any escalated technical matters. Liaise with service providers for clarification, analysis and technical evaluations in order to ensure clarity of communications/accurate fulfilment of operational requirements.Policies, Systems, Processes & Procedures

Provide inputs and implement departmental policies, systems, and procedure across the plant so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service. Supervise and co-ordinate according to relevant procedures activities during any emergency situations which may arise to facilitate optimum protection of company resources in line with defined HSEQ policies and procedures.Quality, Health, Safety & Environment

Ensure compliance to all relevant quality, health, safety and environmental management procedures and controls within a defined area of activity to guarantee employee safety, compliance, delivery of high-quality products/service and a responsible environmental attitude. Collaborate with HSE and Quality on related issues such as process safety, maintaining and updating system documentation and continuous improvement systems, etc. to achieve and exceed target standards. Ensure contractor, vendor and subcontractors activities within area of responsibility are carried out in accordance with the contractual strategy. Participate in all project reviews including HAZOP, etc. to assure adherence to all defined standards while highlighting areas of non-conformances and advising on corrective actions.Statement and Reports

Perform other related duties or assignments as directed. Qualifications and Experience

Bachelors Degree in Electrical Engineering or relevant engineering discipline 5 years of related experience in the assigned field with at least 3 years of growing supervisory / team leadership responsibilities and exposure to project management and contractor management.
