Project Director - KSA - 12 months contract

We are currently looking to hire a Project Director whose role, in line with the wider group strategy, will be the key catalyst in growing Serco's reputation for O&M excellence in existing and new business sectors across the Saudi Kingdom.
The Project Director will be reporting into the Country Director - KSA.
Functional reporting to the Director General of Client and/ or the Client's partner Consultancy.
They key purpose of this role is the development, planning and implementation of project strategies across a multi-tiered project requires an in-depth understanding of operational delivery as well as vision to convert a concept of operations to a tangible outcome, in the effort to achieve this problems and opportunities arise that span across the operating model, technology and process changes and our ability to bring a range of skills and capabilities to drive and deliver largescale programmes.
The role of the Project Director will be a challenging, complex, and highly rewarding as you will be responsible for the delivery of a high-profile project. The project will look to focus on the operational strategy, purpose, and functional aspects by developing a bottom-up solution and informing the implementation of an operating model.
The Client has a royal mandate to ensure effective O&M across all government sectors within KSA. The key purpose of the Technical O&M Director is to lead the delivery of the contract that will:

  • Provide the Client with a 'World-Class' O&M subject matter expertise resource, both in terms of a blue print for operational standards and procedures, and the team to support their implementation across KSA government entities.
  • Establish the strong relationships within the Client, its partners and senior leadership in government stake holding entities that facilitate the required operational transformation; and leads to future contractual opportunities

Knowledge Knowledge of international best practice in O&M, preferably across multiple sectors. Identifying and implementing process improvements Financial acumen General business knowledge Analytical and problem resolution skills Interpersonal skills with the demonstrated ability to communicate effectively with Associates at all levels within the organization Strong proficiency in Microsoft PowerPoint, Excel, Word and Visio Demonstrable subject matter expertise (and where appropriate accreditation) across the following elements of O&M: Maintenance Planning/ Work Control Sustainability Operating Procedures Development Post Maintenance Testing Systems Engineering Programming Equipment and Tool Control (Measurement and Testing) Configuration Management Grounds and Landscaping Management Facility Management Emergency Management Space Management Energy Management Janitorial / Cleaning Procedure Definition Fleet Management Procedure Definition Procurement Process Optimization Bid Evaluation Criteria & Contracts Bill of Quantities (BOQs) Development and Management Asset Registration/ Information Management processes and systems CAFM/CMMS criteria, strategy and integration Cost Indices Life Cycle Planning Condition Assessments
Qualifications Bachelor's Degree in a relevant field Post-graduate Degree preferred
Key Accountabilities include: Successful delivery of the contractual obligations, including quality, time and budget based deliverables and KPI's. Establishing and integrating the operational team between the Client and its partner Consultancy. Ensuring the optimized input of offshore consultancy resources and the quality of their contribution to the O&M best practice guidelines Building long-term relationships within the Client, its partners and KSA government entities. Supporting the growth of the Serco reputation for operational excellence within KSA. Identifying and collaborating on new business opportunities within the KSA government sector. Lead (co-ordinate, contribute and drive) the execution of contract deliverables across the O&M function reporting departments, whose responsibilities include:
Core Knowledge Department Prepare department operating procedure to include organization, roles and responsibilities and processes used to deliver the scope. Work closely with the Client's partner consultancy in developing strategy. Assist the Enablement department with implementation and understanding of the standards across government Entities. Provide systems engineering support for the development of the National O&M Manual. Define and systemize the difference between Preventive Maintenance (PM), Predictive Maintenance (PdM), Planned Maintenance and Reactive Maintenance. Develop a Work Control procedure that details the prioritization, planning, scheduling and coordination of maintenance. Develop standardized maintenance plans to ensure long-term sustainability of critical assets and systems associated with the applicable sector. Develop standardized Operating procedures across all aspects of O&M including: Post Maintenance Testing (including routine acceptance criteria). System-Engineering programmes to manage critical systems over their life cycle. Equipment/ Tool Control (including control, use, storage, scheduling and safety), and Measuring and Test Equipment (M&TE) Configuration Management (including a change control process). Standardized Grounds and Landscaping schedules and templates. Facility Management (FM), that address facility safety, surveillances and inspections, seasonal planning and customer service. Emergency Management, that address preparedness, drills and action plans for emergencies. Space, Energy, and Cleaning Management. Fleet Management, that addresses utilization, maintenance and inspections, and includes applicable templates and checklists. Procurement processes for goods and services in support of O&M. Review procedures and processes developed in collaboration with the Client's partner Consultant, including: Health and safety Environmental Waste management Quality assurance Continuous improvement Develop a process to ensure contract standardization across the Entity O&M contracts.
Asset Management
Prepare department operating procedure across organization and processes. Establish the criteria and recommend procurement of a National Asset Register (NAR). Develop a strategy to deploy the asset register across all entities. Develop a criteria/methodology for Computer Aided Facility Management (CAFM) system and/ or a Computerized Maintenance Management System (CMMS) platform. Develop integration plans between NAR and Entities' CAFM/CMMS platforms.
Life Cycle Planning Department Develop the processes that focus the organization on consistent budgeting and life cycle sustainment, including: Utilization of cost indices for "existing as-is" O&M contracts, "regional" O&M contracts and "best in class" O&M contacts. Preparation of a Life Cycle Planning procedure that ensures long-term sustainment of assets. In support of the life cycle planning, develop a Condition Assessment Process to perform periodic assessments/surveys on the asset condition. Assist the Client's Infrastructure Planning Department with 5-year portfolio planning.
Enablement Department Build O&M capability across government Entities via the implementation of an O&M Management Office (OMMO) for consistent utilization of the National O&M Manual Assist the operationalization of government Entity OMMO's by providing guidance and technical expertise.
This position may be required to carry out other tasks from time to time as directed by the Serco Middle East Leadership team.
