Job Description

The role of Project Director - Infrastructure will act as the senior leader on site, accountable for safe, timely and profitable delivery of wet and dry utilities, drainage, power, telecom and associated civil works. The position requires strong command of contractor operations, authority interface and multi-package coordination within fast-track environments.
Holds full accountability for the delivery of large-scale infrastructure and utilities programs valued at approximately AED 500 million, covering wet and dry utilities, power, telecom and associated civil works from mobilization to final handover.

• Owns project P&L, driving budget control, forecasting accuracy, cost recovery and margin enhancement across multiple workstreams.

• Leads extensive multidisciplinary organizations spanning construction, commercial, planning, procurement, engineering and HSE functions, mobilizing large labor forces and specialist subcontractors.

• Directs concurrent packages across utility corridors, diversions, authority tie-ins and live interface conditions within master development environments.

• Acts as the primary interface with clients, consultants, developers and statutory authorities, securing approvals, inspections, NOCs and service connections.

• Governs contract administration, change management and claims strategy to protect commercial entitlement.

• Establishes integrated planning and resource strategies, implementing acceleration or recovery measures where required to maintain milestone commitments.

• Ensures adherence to technical specifications, authority regulations, quality benchmarks and world-class safety standards.

• Chairs executive progress and commercial reviews, providing leadership with clear visibility on risk, schedule, cash flow and performance metrics.

• Supports procurement and negotiation of major subcontract and supplier agreements, particularly for long-lead utilities and specialist infrastructure packages.

A successful Project Director - Infrastructure should have:

• A degree in Civil Engineering, Construction Management, or a related field
• Proven experience as Project Director or senior project lead within a Tier 1 or large civil/infrastructure contractor.
• Strong track record delivering utilities and infrastructure for major master developments.
• Deep familiarity with Dubai authority processes and approvals.
• Commercially astute with demonstrated ownership of project margins.
• Leadership capability across large workforces and complex stakeholder structures..
