OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Director of the UNESCO Regional Office for the Gulf States and Yemen, and the direct supervision of the Head of the Culture Unit at the Office, the Incumbent will be in charge of the coordination of the project "Heritage and creativity for AlUla's sustainable development" (hereafter referred to as "the Project") funded by the Royal Commission for AlUla (RCU).

The overall aim of the Project is to leverage the heritage of AlUla (Saudi Arabia) in all its forms, to enhance the understanding of its significance, and to contribute to its safeguarding through the transmission of AlUla's history and culture by narrating its story and empowering the bearer communities. By doing so, the project will aim at enhancing sustainable tourism through the promotion of culture, thereby directly benefitting local stakeholders. In the specific context of the implementation of the UNESCO Culture programme, the project intends to provide technical assistance and capacity building, develop international networks and enhance visibility for cultural heritage and creativity in view of the sustainable development of AlUla. More specifically, it will address the role that heritage and creativity can play in building sustainable cities and promoting a culture-engaged, people-centred development model for AlUla.

The Incumbent shall provide coordination, management, and ensure implementation of the project. The incumbent's main responsibilities will include: preparation of the project workplan and budget expenditure as per the workplan; managing contracts and relationships with implementing partners/consultants/contractors covering the range of expertise required to successfully implement activities and in respect of the rules and regulations of the Organization; liaison with the relevant entities in the Culture Sector, Royal Commission for AlUla and other beneficiary partners; organization of regular meetings of the project Steering Committee, capacity building workshops and events; provision of inputs for auditing and evaluation purposes; supervision of the dedicated staff and reporting to the donor, as requested.

The incumbent will be based in Riyadh (Saudi Arabia) undertaking missions to AlUla as needed.

In particular, s/he will be responsible for the following duties: Ensure overall coordination and management of the project; coordinate the inception phase of the project; prepare the project workplan, monitor the implementation of activities, monitor the project's deadlines and budget expenditure as per the workplan. Manage and coordinate budget revisions as necessary. Establish, manage, and monitor relevant local contracts and relationships with implementing partners/consultants/contractors covering the range of expertise required to successfully implement activities and in respect of the rules and regulations of the Organization. Liaise with the relevant entities in the UNESCO Culture Sector, Royal Commission for AlUla and other beneficiary partners; coordinate the organization of regular meetings of the project Steering Committee, capacity building workshops and events; provide inputs for auditing and evaluation purposes. Liaise and facilitate consultations between the relevant authorities and stakeholders in Saudi Arabia, including NGOs, private companies, and local community stakeholders as required and necessary. Facilitate information sharing amongst stakeholders, local communities, NGOs and donors in the course of the project implementation; ensure that the target numbers of beneficiaries are generated on a regular basis throughout the project implementation; Support the organization of events to enhance the awareness raising of the project visibility both inside and outside Saudi Arabia, including a planned Global Knowledge Event; and liaise with CPE and the dedicated Culture Entities as appropriate . Ensure the organization of activities in AlUla, in particular the organization of workshops and meetings in close consultation with UNESCO Headquarters Entities in Paris. Maintain close contact with the Resident Coordinator office (RCO) in Saudi Arabia if requested and needed for the implementation of the project and provide briefings and inputs to joint UN documents as needed. Supervise the dedicated staff and report to the donor, as needed. Undertake missions to AlUla and elsewhere, as necessary and requested for the project implementation. Draft annual narrative progress reports and the final report of the project in close consultation with the Culture Entities at UNESCO Headquarters, and liaise with central services to issue the final financial report, provide updates on the project as necessary and as requested by ADG/CLT and DIR/DOH. Manage the project's final evaluation, including hiring the evaluation team, responding to their queries, facilitating contacts with the project's partners and monitoring the works of the evaluation team.

REQUIRED QUALIFICATIONS

Education

Advanced university degree (Master's Degree or equivalent) in cultural heritage, creative industries, heritage conservation and interpretation, museums or relevant fields.

Work Experience Minimum 4 (four) years' work experience in the cultural sector in particular tangible or intangible cultural heritage, creative industries or related fields, out of which preferably 2 (two) years acquired at international level. Work experience in project management and coordination.

Skills and Competencies Integrity, reliability, and sense of commitment in the execution of duties. Excellent coordination and organizational skills. Good analytical and problem solving skills. Good knowledge of results-based and budget management tools. Excellent interpersonal and communication skills, including the ability to draft clearly and concisely. Ability to work effectively in a team and to maintain effective working relationships in a multicultural environment. Ability to build and maintain partnerships. Ability to manage heavy workloads and to meet tight deadlines, paying close attention to detail and quality of work. Strong IT skills including good knowledge of standard office software. Sensitivity to the local context.

Languages

Excellent knowledge of English language (both written and spoken).

DESIRABLE QUALIFICATIONS

Work Experience Work experience acquired at international level in the Arab Region. Work experience in the UN system.

Skills and Competencies Knowledge of UNESCOs mission and action in the field of culture.

Languages Good knowledge of Arabic is desirable.
