Minimum Clearance Required to Start: Not Applicable/None : The Yanbu Industrial City Program on the Red Sea Coast of KSA is one of the most significant and one of the largest schemes within the Parsons' Portfolio as well as within Saudi Arabia. The creation of this new City challenges every aspect of Construction and Civil Engineering due to the diverse range of construction techniques required for the continued successful delivery of the overall Program. Our seasoned multi-cultural staff often comment on the personal reward and sense of achievement at being a part of this fantastic scheme. Today we are moving ever closer to the completion and handover of certain strategic projects within the program. Therefore within the Project Management Team we have a very important requirement for a Project Close-out Engineer to facilitate the full and correct technical closure of the projects and to assist and work with the various contractors to reach their contractual obligations. Reporting to the Senior Project Manager responsible you will interface with other departments and members of the Parsons' Team, the Client (Saudi Royal Commission) and the various Contractor Teams assigned to each project. Key activity for the role will include:
  • Review documentation provided by contractors during the project close-out stages and coordinate with various departments delivering documents to concerned parties for review and evaluation.
  • Collect feedback and issues reports accordingly.
  • Conduct post construction reviews on completed projects and assess project success with the project closure report indicating lessons-learned and items of concern.
  • Review project construction and purchasing plans and contracts during the project close-out stages, document risks and advise management on circumstances where conflicts of interest exist.
  • Provides specialist insight and coordination in tasks related to projects close-out including evaluation of bids and proposals and participating in negotiations with contractor.
  • Provides specialist insight and coordination in tasks related to assessing projects delivered by contractors and reporting notes about uncompleted tasks stated in the contracts.
  • Provides specialist insight and coordination in tasks related to reviewing changes made by contractors in line with observations made and provides recommendations to improve performance.
  • Assist in procedures followed for project closure once the verification of contractor duties has been completed.
  • Manage the warranty process ensuring corrective and outstanding works are closed out within period.
  • Coordinate in the process of evaluation of contractors and completion of projects and reporting recorded notes to superiors when applicable. Ensures subordinates and superiors are well informed at all times. Manages the development of subordinates when applicable.
  • Full inspection of physical works against design, standards and QA.
The business title for this role within Parsons will officially be Project Acceptance Specialist but the role requires a fully competent and rounded Project Engineer with full exposure to the final stages of projects, close-out, handovers, warranty periods etc. The successful applicant may come from a Main Contractor background or a Project Management consultancy background. Qualifications and Credentials required for this role include:
  • Bachelor's Degree in relevant field (Engineering or Construction Management preferred).
  • A minimum of 7 Years of experience in the field of construction, quality or project management including projects inspections / acceptance and close-out.
  • A minimum of 3 years experience in project close-out stages.
  • Full familiarity and understanding of construction and contract documentation including contracts, technical specifications and detailed & dimensioned construction drawings.
Other required skills:
  • Full computer literacy with regular MS Office products and software skills including proficiency with specialty software and internet / networked applications.
  • Excellent time management skills
  • Excellent communication and interpersonal skills including the ability to influence others and to coordinate and cooperate with multiple stakeholders and reach consensus if and when disagreements occur
  • Excellent ability to read and understand construction and contract documentation including contracts, technical specifications and detailed & dimensioned construction drawings.
  • Must be able to communicate in both spoken and written English.
