The International Renewable Energy Agency (IRENA) is an inter-governmental organisation, with the widespread and increased adoption and sustainable use of all forms or renewable energy. IRENA has 165 Members (164 States and the European Union) that acceded to its Statute, and 19 additional States in the process of accession. IRENA supports countries in their transition to a sustainable energy future, and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource, and financial knowledge on renewable energy. The Agency implements its mandate with the view to sustainable development, increased energy security and low-carbon economic growth and prosperity.

Country Engagement and Partnerships Division (CEP) is the Agency's window to Members and partners worldwide and leads the engagement with countries at national, regional and sub-regional information. This requires both substantive understanding of local circumstances and thorough knowledge of actors. CEP also facilitates the engagement of other programmatic divisions to effectively deploy analyses, data and methodologies for change on the ground.

Supporting energy access through decentralised renewable energy solutions cuts across IRENA's programmatic divisions. Within CEP, access to electricity is supported through the International Off-grid Renewable Energy Conference and Exhibition (IOREC), a collaborative platform for knowledge exchange dedicated to off-grid renewable energy practitioners and stakeholders. CEP's access portfolio also includes country specific and regional initiatives promoting the use of decentralised renewable energy solutions for improving various development objectives such as health, livelihoods and entrepreneurship, vocational skills development, food and water security and also provision of energy in the humanitarian and peace-keeping contexts.

Duties and Responsibilities

Under the guidance of the Director, Country Engagement and Partnerships, and immediate supervision of the Head, Partnerships, the Programme Officer will,inter alia:

  • Lead the design and implementation of technical support activities at the country or regional level to contribute to efforts to accelerate the deployment of renewable energy solutions for improving universal access to energy aligned with the sustainable development and climate goals.
  • Contribute with the identification of member state needs and priorities in the context of energy access, and assess renewable energy policies and strategies, technologies, financing options, partnership structures and other measures to create frameworks to effectively respond to such needs and facilitate relevant investments.
  • Lead the implementation of existing IRENA programmes and initiatives, and development of new ones, for promoting decentralised renewable energy solutions on the energy-health and energy-food-water nexus as well as other key sectors such as clean cooking, climate resilience and livelihoods and improved energy access in humanitarian and peace-keeping settings.
  • Support the organization and follow-up of high-level events, workshops, thematic events, etc. in the energy access space, particularly, for the IRENA flagship off-grid platform, the International Off-Grid Renewable Energy Conference and Exhibition (IOREC).
  • Provide support in engagements with governments, donors, regional organizations, the private sector, and other relevant stakeholders in developing proposals and concepts for possible initiatives aimed at accelerating the deployment of decentralised renewable energy solutions in priority end-use sectors as well as but not limited to agri-food, healthcare, water, etc.
  • Contribute to the preparation of various written outputs - such as, background papers, analysis, substantial sections of reports and studies, website, articles, inputs to publications - to inform IRENA's member countries and other stakeholders about the potential for renewable energy to improve access to energy as well as to contribute the other sustainable development and climate goals.
  • Support the processes within the Division for effective implementation of the Work Programme.
  • Draft correspondence and prepare background material, presentations, talking points and other relevant inputs for the upper management.
  • Perform other duties, as required.
Professionalism :Good knowledge of the socioeconomic aspects of energy and a strong understanding of the multiple components that contribute to energy access and energy system transformation. Strong knowledge of renewable energy technologies, including integration of variable renewable energy technologies, mini-grids and stand-alone renewable energy systems. Good understanding of the issues related to productive use of energy and the nexus between energy and health, food, water etc. Proven ability to produce reports and papers on technical issues. Ability to identify issues, analyse and participate in the resolution of issues/problems. Ability to develop sources for data collection. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.

Excellent drafting skills and ability to prepare reports that are clear, concise and meaningful.

Qualifications

Education: Advanced University degree (Master's degree or equivalent) in the field of engineering, energy, public policy, and/or any other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A good network in various regions and sound knowledge of renewable energy and climate change issues.

Experience: A minimum of five years progressively responsible experience in developing and administering technical assistance programmes, establishing, and coordinating public-private partnerships for accelerated deployment of renewable energy technology, structuring and implementing international collaboration with governmental, non-governmental organizations, bilateral/multilateral funding agencies and forums, designing and implementing projects with multilevel stakeholders. Specific knowledge, experience and resources in energy sector, renewable energy sector and clean technologies is highly desirable.

Languages: Excellent command of written and spoken English is required. Knowledge of French is desirable.
