Title:Procurement Specialist

Position Title: Procurement Specialist

Position reports to: Projects Contracts Manager

Primary objective

Management of project procurement activities from inception to delivery/close-out, activities including:

Procurement planning, establishing bidder lists, preparing Request for Quotation packages, managing and administering bid receipt, evaluation and reporting, liaising with client to obtain necessary approvals, prepare Purchase Orders (POs), coordinate award formalities and thereafter manage the administration of the POs to ensure timely delivery of purchased goods.

Mandatory Requirements:

Must have Bachelor Degree Must have minimum 12 years post graduation total experience Must have minimum 8 years post graduation experience in oil and gas projects Must have minimum 5 years experience in a Procurement Specialist role

Must have extensive experience in all aspects of procurement of materials for oil & gas industry projects including Material Requisition, bid evaluation, negotiation and Purchase order Placement. Interfacing with engineering and construction department.

Responsibilities:

Preparation and implementation of comprehensive Procurement Procedures and work instructions for Procurement team use;

Preparation of procurement plans identifying all key equipment, materials and third party contract services required;

Detailing purchasing strategy, proposed vendors and budget cost estimates;

Evaluation of vendor bids and preparation of recommendations for award;

Monitor suppliers to ensure performance compliance with the agreed terms;

Overseeing of the delivery scope of work for the project materials procured;

Verifying the confirmation and acceptance of the materials for invoice payment;

Ensuring purchase variation orders are managed with appropriate approvals;

Reviewing and processing of any claims against vendors for unsatisfactory equipment or materials;

Preparation and issue of relevant procurement reports on a regular basis;

Implement and Monitor continuous Improvement Systems and Processes;

Ensure team operates within specified budgets both man hours and capital costs;

Conduct internal procurement group audits to ensure conformance to procedures;

Establish relationships with the supplier market;
