Job Description

To manage the procurement of civil subcontractors for ongoing and upcoming construction projects, ensuring timely selection, negotiation, and onboarding of subcontractors in line with company standards, project timelines, and budget constraints.

Key Responsibilities:

Identify, evaluate, and pre-qualify potential civil subcontractors based on technical capabilities, previous performance, financial stability, and compliance with UAE regulations. Prepare and issue RFQs (Request for Quotations) and RFPs (Request for Proposals) for civil packages (e.g., concrete works, blockwork, excavation, waterproofing, etc.). Conduct technical and commercial evaluation of subcontractor proposals in coordination with engineering and cost control teams. Negotiate contracts and rates with subcontractors to ensure cost-effective procurement aligned with project budgets. Coordinate with legal and contracts departments to draft and finalize subcontract agreements. Monitor subcontractor performance to ensure adherence to project timelines, quality standards, and safety regulations. Build and maintain long-term relationships with reliable subcontractors and vendors. Keep track of local market trends, price fluctuations, and availability of civil subcontracting services. Ensure procurement activities comply with internal policies and UAE regulatory requirements. Generate periodic reports on subcontractor performance, procurement status, and cost savings.

Qualifications & Experience:

Bachelor's Degree in Civil Engineering or a related field. Minimum 10 years of UAE experience in civil procurement within reputable construction companies. Proven experience in handling subcontractor procurement for medium to large-scale construction projects. Strong knowledge of UAE construction regulations, local market dynamics. Proficiency in procurement software (e.g., ERP, Oracle, SAP) and MS Office Suite. Excellent negotiation, communication, and interpersonal skills. Strong analytical and organizational abilities.

Preferred Attributes:

Membership in professional bodies (e.g., PMI, CIPS, or Society of Engineers - UAE). Bilingual (Arabic/English) is an advantage.
