Job Description

Primary Duties and Responsibilities: Under the supervision of the Deputy Chief of Party the procurement Advisor will advise and support TRADE staff on maintaining USAID and Palladium contracting and procurement regulations, policies and procedures and ensure that these are adhered to. The Procurement Advisor will provide procurement and logistics services, including but not limited to, procuring goods and services in accordance with USAID and Palladium policies and standards; providing guidance, advice and support to ensure procurement processes are effective, efficient, and ethical and provide the best possible value to the USAID TRADE Activity. TASKS: Respond to procurement requests from the program staff related to services and goods and other items for project beneficiaries and activities.
Analyses procurement requirements and selects the most appropriate methods based on interpretation and assessment of established policies, practices, and experience.
Plans, organizes, and leads the bid solicitation process including drafting and issuing RFQ, RFP, developing bid evaluation criteria and guiding evaluation committee members on processes involved.
Supervises bid evaluation committees, ensures the integrity of the competitive process, facilitates bidder debriefings, and exercises appropriate judgment and tact while ensuring to protect confidential information.
Monitors and reviews progress of contractual agreements, reviews and approves invoices for payment, resolves any problems that arise, performs post contract evaluations, creates and maintains procurement records, ensuring accuracy and integrity of data; Ensure that all procurement procedures and regulations are followed, particularly that all procurements are: Fully and transparently documented through purchase requests, purchase orders, request for quotation, Comparative charts, Bid Analysis, Invoices and Delivery Reports.
Done in timely and cost-effective manner, and at the best value possible, while maintaining product quality.
Implement procurement tracking tools as requested.
Liaison with other departments and participate in budgeting and budget planning as needed. Responsible for completing all documentation for payment before submission to Finance team, while ensuring copies of all completed procurements documents are properly filed (hard/soft).
Handles and maintains a network of providers that offer these services for the Project, nurturing established relationships as well as expanding the network with new vendors/providers, updates and maintains the TRADE Suppliers/Vendors database.
Works closely with the Palladium Project Management Unit to ensure compliance with Palladium procurement policies and procedures.
Provide input to the weekly, monthly, quarterly, and annual reports.
Performs other duties and functions as assigned. Required Qualifications: Bachelor’s degree in commerce, business, economics, or related field.
5 to 9 of progressive, responsible, and relevant work experience.
Experience working on USAID projects is a must.
Demonstrated experience in the fields of operations, contracting or procurement.
Ability to analyze facts, maintain records, prepare reports, and exercise sound judgment.
Well organized, meticulous, has strong analytical skills, creative thinker, innovative, and has demonstrated personal initiative.
Excellent written and verbal command of English and Arabic languages.
Excellent knowledge of Microsoft Office.
Ability to work well collaboratively, has a strong sense of team spirit, and works well individually with minimum supervision.
