Job Description

Job Purpose Provide overall direction to lead and manage the effective development, implementation and continuous improvement of the overall asset in process Engineering and process Safety and manage the team to lead, manage and coordinate the design, planning, execution and administration of the Process Engineering strategy, programs, projects and practices in line with the overall Operation strategy to support achievement of alignment to defined industrial, HSEQ and legislative requirements and optimum performance of company equipment and efficiency of plant facilities while contributing to continuous improvement and operational excellence.

Key Accountabilities

Strategy Contribution and Implementation

Contribute (or develop in consultation with the COO) to the development of the departmental strategy and support effective cascading of the departmental strategy into sections policies and procedures of the section in line with the overall business objectives of the Engineering Office Division. Together with COO define Key Performance Indicators (KPI) ensuring alignment to operational requirements and divisional strategic objectives while directing the periodic monitoring of KPI progress and guiding the achievement of defined targets in line with defined timelines, quality and HSE standards. Manage the development and implementation of company's overall Asset Process Management framework to meet organisational requirements. Responsible for providing expert advice and technical support to company's Operations and Major Projects teams in all issues relevant to technical process and safety of the facilities.People Management

Manage the effective achievement of objectives through setting individual objectives, managing performance, developing, and motivating staff, provision of formal and informal feedback and appraisal in order to maximise subordinate and the overall performance.Organization Structure

Support the COO in defining an optimum structure for Process Engineering so that resources are optimally utilised, and communication can take place in an efficient manner.Budgets and Plans

Prepare and propose the budget for the Process Engineering operations in collaboration with COO and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, and areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalised upon. Manage the implementation of the annual and long-term Process Engineering plans in line with companys overall Operation strategy.Performance Management

Collaborate with department management and carry out effective cascading of defined Key Performance Indicators (KPIs) for the Process Engineering operations in alignment with the strategic objectives and operational needs while leading the periodic monitoring of Process operations in relation to the targets and providing feedback and guidance on handing any non-conformances to achieve defined objectives in line with company standards and guidelines.Process Engineering Management

Ensure efficient and cost-effective delivery of the integrated process engineering management services for company, for all company operations. Control process engineering, process control and process safety and environment aspects of the petrochemical complex of company in accordance with change management procedure Manage technical assistance provided to the plants for handling their process incidents, act as the focal point for technical support for new projects integration. Lead the collaboration with Engineering Services, Operations, Maintenance, and all internal sections to provide expert process engineering advice on related issues for integration of new projects. Ensure that all modifications and capital expenditures are implemented based on sound process engineering principles in compliance with company safety and environmental policies. Initiate and guide new studies in process, technology, and catalyst replacement to overcome bottlenecks in the plants and to effect process improvements. Oversee all feasibility studies, major and minor modifications to improve plant process safety and environmental compliance. Coordinate and leads the performance testing of plants or plant trials to test new catalysts and chemicals to ensure compliance with company and other standards. Lead effective coordination with all related external process technology companies and chemical suppliers to review the impact of their operations on company. Oversee Operation and maintenance of process documents, ensuring proper and regular revisions to meet changing requirements. Manage the evaluation of adequacy of engineering equipment and ensure state of the art technology is applied in the selection of Process systems, equipment, packages, etc. Ensure appropriate application of engineering/design software and other tools to optimize Process design and configuration of facilities. Provide inputs for revamping and modification or existing plant facilities related to Process Engineering. Negotiate guarantees with licensors and review performance test run results while verifying compliance to set standards and goals for finalizing acceptance of new facilities. Identify and resolve issues and conflicts within the project team and troubleshoot problem areas that require a high degree of technical judgement. Arrange assistance in troubleshooting of chronic plant problems and recommend solutions and follow up on implementation. Ensure that system documents are updated to a high degree of quality, in a timely manner. Lead process safety studies like HAZOP, LOPA, QRA, HAC, Critical Functions and Fire Risk Analysis to support enhancement of processes to achieve operational excellence. Lead Advanced Process control packages implementation and continually optimize its use for the plants. Evaluate current work processes and systems, plan and implement procedures to maximize efficiency. Determine requirement and allocate/acquire necessary resources to implement/support implementation of process enhancement projects. Participate in the conceptual stages of project development and contribute to defining grass-root/revamp project scope, goals and deliverables, develop Statement of Requirements (SOR) and liaise with Senior Management and stakeholders for approvals: typically prepare and present CAPEX Gate2 approval files.Project Management

Track project milestones and deliverables, review progress reports, analyse results, proactively manage scope changes, identify potential crises, evaluate risks and devise contingency plans for projects related to the Process Section. Lead the review of basic engineering work performed by FEED engineers, detailed engineering work performed by EPC contractors and other activities of Specialists and Engineering Services.Engineering & Design Operations

Direct, oversee, review, and approve the development of Process engineering related designs and detailed engineering works performed by engineering contractors to ensure standards set by company are met. Direct the review of datasheets, technical documents, calculations, criticality ratings, standards, specifications, requisitions, technical bid evaluation reports and award recommendations prepared for projects including Process Flow Diagrams (PFD) and Piping & Instrumentation Diagrams (P&ID) as and when required. Lead and/or participate in HAZOP and other Operation reviews and ensure study recommendations are implemented. Ensure Value Engineering applications and cost-effective solutions are incorporated at all stages of project execution.System Management

Lead the effective administration of SAP processes within the Process Section and adherence to SAP guidelines in all related aspects of annual and monthly planning, scheduling, master data management, in order to ensure system/data Operation in line with defined company standards.Relationship Management

Develop and maintain effective business relationships with all relevant internal departments & external entities (such as stakeholders, government authorities, key stake holders, contractors etc.) with the highest standards of business ethics, whilst promptly attending to all critical issues in-order to ensure the services required by the organization are delivered in the most effective manner.Continuous Improvement & Manufacturing Excellence

Stimulate subordinates and contribute to the identification of opportunities for continuous improvement of the plant operations, systems, processes, and practices taking into account international best practice, improvement of business processes, cost reduction and productivity improvement. Review equipment and operating performance characteristics and recommend upgrade or replacement. Share process engineering knowledge with other departments (Operations, Maintenance, Engineering, Lab), for example by conducting periodic training sessions. Facilitate the training and improvement of skills of all process engineers and trainees in the section to support national development.Committees

As a member of various committees assigned by management; review proposals, processes, projects, and new initiatives related to all operations of the plant and provide expert advice and recommendations to the top management whilst actively engaging in sharing of best practices with internal and external counterparts to support optimum deployment of resources and achievement of high productivity levels and operational efficiencies.Policies, Systems, Processes & Procedures

Support enhancement of departmental policy and procedures and develop/enhance procedures related to respective section, implement procedures and controls covering all areas of plant activity to ensure adherence and effective implementation.Quality, Health, Safety & Environment

Ensure compliance to all relevant quality, health, safety and environmental management procedures and controls to guarantee employee safety, compliance, delivery of high-quality products/service and a responsible environmental attitude. For Process Safety Management, act as a driver for improvement and execute Process Safety Studies. Also act as PSM internal auditor.Statements and Reports

Supervise the preparation of timely and accurate production statements and reports to meet company's and department requirements, policies, and standards.Related Assignments

Perform other related duties or assignments as directed. Qualifications and Experience

Bachelors degree in Chemical Engineering or a relevant engineering discipline. 12 years of related experience in the assigned field with at least 5 years of growing supervisory/ team leadership responsibilities.
