Parsons is looking for an amazingly talented Pre-Contract Procurement Specialist to join our team! In this role you will get to lead and shape procurement of all proposals, ensuring best value for PARSONS in EMEA.

You will lead the sourcing and procurement of sub-contract services, facilities, equipment and/or material on a competitive basis as required by project or corporate needs. This is the first exempt-level position where the Buyer regularly exercises discretion and independent judgment.

What You\'ll Be Doing:

Analyzes proposal requirements (purchase requisitions) to ensure clarity and completeness in description of services, facilities, equipment and/or materials and equipment, quantity and quality requirements, proper authorization of funding, delivery requirements, mode of transportation, and proper support documentation.

Maintains a list of qualified suppliers, by commodity, approved by the project and/or department.

Prepares and issues Requests for Quotation to qualified bidders.

Analyzes bid quotations for responsiveness to requests for quotations, evaluating factors such as commercial terms and conditions, price, delivery, financial status, technical capability, quality control, and geographical location of shipping point.

Negotiates, or assists in the negotiation of, best price, delivery, terms of payment and purchase conditions, tax exemptions, price escalation, and other factors impacting costs.

Coordinates technical review with Project Engineering and Traffic. Submits Bid Analysis Summary to project and Procurement management for approval in accordance with established policies and procedures. Issues, or assists in issuing, purchase orders after securing required approvals.

Closes out purchase orders following confirmation of the successful completion of all contractual and procedural requirements.

May provide technical guidance to lower-level Buyers, assigning and reviewing their work, and training them in purchasing procedures and the use of DMCS, as appropriate.

What Required Skills You\'ll Bring:

Bachelor\'s Degree in Business Administration or Economics or related field (or equivalent) and typically 5+ years of related work experience is required.

Knowledge of purchasing practices in the engineering and construction industry, excellent written and oral communication skills.

What Desired Skills You\'ll Bring:

MEA experience would be considered advantageous.

Demonstrated proficiency in utilizing DMCS is preferred.

Formal chartership specific to procurement is desired (CIPS)
