The British Embassy in Doha is part of a worldwide network that represents political, economic, security and consular interests overseas and is now looking for a Post Security Manager, job grade Executive Officer (EO). The successful candidate will be responsible for the security and protection of all British Embassy Doha assets, including staff and their families, premises and information. They are the first point of contact and subject matter expert on security related issues and concerns, and lead on oversight of all security policy, processes and physical and technical measures necessary to safeguard British Embassy Doha\xe2\x80\x99s interests. Working with the Regional Overseas Security Manager based in Bahrain, the PSM manages security policies and procedures, both physical and technical security, and has line and resources management responsibilities including leadership of the Security Management Team. The successful candidate will also plays an integral role in delivering British Embassy Doha\xe2\x80\x99s security strategy to reduce risk and responding to emerging and existing threats. This role reports to the Deputy Head of Mission, who also acts as the Post Security Officer. Duties and responsibilities: 1. Security Management
  • To be first point of contact for security related issues, offering general advice on physical, technical and procedural security within the embassy.
  • Manage a contracted guard force, ensuring effective recruitment; training; administration; equipment; welfare; and resources including guard orders, schedules, duties and rosters are accurate and efficient.
  • In consultation with the Regional Overseas Security Manager (ROSM) and contracted guard force, develop and monitor Key Performance Indicators (KPIs) that ensure a robust and effective manned guarding service, reporting issues when necessary.
2. Physical Security
  • Review and maintain the physical security of all FCO premises, including the embassy grounds; the Residence; and external UK based staff accommodation, identifying and dealing with issues quickly and effectively.
  • Take the lead on completion of Overseas Security Advisor (OSA) recommendations at Post in consultation with ROSM.
  • Act as Post lead for significant installation/maintenance projects of physical security measures.
3. Technical Security
  • Responsible for electronic access control, ID badge issue, issuing access privileges and monitoring system faults.
  • Monitor and report issues with Closed Circuit Television (CCTV), ensuring faults are reported. Provide CCTV training and direction to guard force.
  • Conduct and record weekly testing of Voice alarm system reporting any concerns to regional Senior Technical Security Officer (STSO).
  • Ensure FCO policy on electronic devices and mobile phones is adhered to.
  • Account for and issue Digital Radio systems when necessary. To implement a system for the monthly testing of all issued radios and recording the results accordingly.
  • Provide remote assistance and support, where possible, to regionally based STSO.
4. Procedural Security
  • Conduct all local staff security vetting, ensuring all mandatory checks are completed in line with FCDO guidance and policy, liaising with UK Security Vetting/ROSM/PSO and Personnel Security Team, and storing records appropriately.
  • To manage staff access to areas and information within Government Security Classification (GSC) and FCDO policy.
  • To manage cleared/un cleared contractors and escorted/unescorted visitor passes and access policy through consultation with the PSO and Post Security Committee (PSC).
  • To ensure adequate supervision of external contractors and maintenance staff.
5. Security Administration
  • Be Point of contact for contracted guard force management; Ministry of Interior Security Department; Emergency Services and other friendly missions.
  • To ensure effective forecasting and management of the security budget. To report forecasts and any identified issues to the Head of Corporate Services.
  • Network and relationship building of external stakeholders and other security professionals.
  • Act as local point of contact for V/VIP visit security requirements
  • Account for and arrange routine/emergency maintenance of security equipment (Metal detector archways, handheld detectors, mail scanners, gates, blockers and radios etc).
  • Arrange Post Security Committee meetings; take and issue minutes from the meeting to committee members, all staff and ESD (S).
  • Develop OSA visit schedules.
6. Generalist
  • Manage all incoming and outgoing diplomatic mail in line with FCDO guidance and policy.
  • Build strong and effective networks and relationships with key contacts outside of the embassy with a particular focus on other friendly embassies, security professionals and security organisations.
  • To ensure effective outreach and engagement with the British Council in Doha.
  • To take an active role in the embassy\xe2\x80\x99s Crisis Management Plan (CMP) and embassy response to incidents or emerging threats that may affect the embassy or UK nationals.
  • Assist FCDO Services with security related projects at Post.
  • To provide logistics and transport support, alongside security responsibility, to embassy visits
7. Guard Force Management
  • To manage a large contracted guard force providing a range of manned guarding duties to the embassy, ensuring security policy is adhered to and the operational effectiveness of all procedural, physical and technical security measures is maintained at all times.
  • To administer the contracted guard force ensuring robust standing orders are up to date, appropriate and effective, and underpinned by regular training and practice drills.
  • To assist the Guard Supervisor in ensuring the embassy\xe2\x80\x99s operational needs are met through efficient resourcing that reflects business need. To ensure that guard schedules and rosters are accurate and submitted in a timely manner to allow efficient financial planning.

Essential qualifications, skills and experience
  • Excellent communication skills in English, strong communicator (written and spoken) with an ability to influence at all levels. Able to express ideas and messages clearly and concisely, and demonstrates courtesy and consideration in dealing with stakeholders across all levels.
  • Military, Law Enforcement or Commercial Security experience, or five years\xe2\x80\x99 experience within a relevant field; and
  • Significant previous experience of a customer facing role within a dynamic and busy environment.
  • Ability to think rationally and take decisive action when under pressure and during challenging situations.
  • Must be a proven team leader with good communication skills at all levels.
  • Must possess good presentation and interpersonal skills.
  • The ability to work quickly, reliably and proactively with attention to detail and with limited supervision.
  • Strong IT computer skills using Microsoft Word, Excel, PowerPoint, Office.
Desirable qualifications, skills and experience
  • Arabic is desirable, but not essential.
  • Holds a formal security related training qualifications.

Eligibility: Applicants must already reside in Qatar and hold the right to live and work there, including those either under spouse sponsorship or be able to transfer an existing sponsorship to the British Embassy. If sponsorship transfer is required, all sponsorship incurred fees shall be borne by the successful applicant. The Embassy cannot guarantee how much cost or time it may take for the process to complete. Working Hours and Remuneration: The British Embassy offers a competitive remuneration package, including non-negotiable salary of QR 16,325 per calendar month and transportation allowance of QR 800 per calendar month, paid in arrears. No accommodation and relocation expenses are payable in connection with this position. This position is for a full-time employment, on a fixed-term basis for two (2) years, subject to six (6) months\xe2\x80\x99 probationary period. Conditioned working hours is 38 hours per week. Embassy working hours are 7:30 a.m. to 3:30 p.m. from Sundays to Wednesdays and 7:30 a.m. to 1:30 p.m. on Thursdays. The Embassy supports flexible working including working from home for some part of the working week, and is committed to helping its staff maintain a healthy work life balance. The Embassy has an active Continuous Professional Development Committee, and the whole of Post is committed to providing the time and resources for staff to develop professionally. The 70/20/10 learning and development model is applied flexibility, with both internal and formal opportunities readily available. The successful candidate will need to commence security clearance procedures through the Embassy and will be required to have or obtain the appropriate security clearance before employment commences and maintain this throughout period of employment.
