Job Description

Meta is looking for a Policy Programs Manager to work with the Africa, Middle East and Turkey (AMET) Policy Programs team. As part of Meta's AMET Public Policy organization, the Policy Programs team is responsible for designing and executing regional programs that capitalize on Meta's platforms, products and reach to promote positive social and economic outcomes, while supporting an enabling policy environment. We are looking for a candidate who can help drive our programs' roadmap for economic impact and innovation across the Middle East and North Africa. This includes our programs in support of startups, small businesses, skills development and creative economies as well as our work on innovation and emerging technologies. The role will report to the Head of Policy Programs for the Middle East and North Africa. The ideal candidate should have a basic understanding of the policy challenges that Meta faces in the region and a passion for driving economic empowerment, digitization, innovation and community building. The ideal candidate will have a track record in design and management of programs/project management, proven ability to contribute to strategy, program and budget management and a demonstrated ability to work with multiple stakeholders in a cross-functional environment. The ideal candidate should also have solid communication and organization skills and the ability to independently manage multiple programs and various activities simultaneously in a fast paced work environment. This full-time role will be based in Dubai, United Arab Emirates.

Policy Programs Manager, AMET Responsibilities

Design and develop programs in support of Meta's priorities and objectives, and identify relevant partners to work with for the development and delivery of programs

Manage and execute economic impact and innovation programs across the Middle East and North Africa. This may include a mix of research, capacity building programs, competitions and grant programs, policy stakeholder engagements and workshops, and more

Manage the relationship with delivery partners to ensure quality execution and reporting

Work cross-functionally with internal stakeholders, such as Policy, Communications, Marketing, and Partnerships

Help build, manage & maintain meaningful partnerships with economic impact and tech innovation policy influencers and organizations across the region

Help to develop annual strategies for each pillar, designed to unlock and promote the positive impact of Meta's platforms and products. This will also include internal plan socialization and reporting, as well as budget management

Represent and speak to the strategy and efforts on economic impact and innovation in internal or external forums

Minimum Qualifications

More than 6 years experience in project/program management with a focus on economic empowerment, entrepreneurship, digitization and/or innovation in the Middle East and North Africa

Experience in managing multiple projects and stakeholders simultaneously in a fast paced environment

Ability to think, plan and execute resourcefully and creatively, with high attention to detail. Being well organized and structured in planning and execution

Experience working collaboratively across teams or organizations

Experience working with local and international partners

Experience in strategy development and design

Superior written and oral communications skills

Ability to travel frequently across the region

Fluency in Arabic

Preferred Qualifications

Experience managing multi-country, multicultural, or multi-lingual projects

Fluency in French is a plus
