Position Overview
Responsible for the management of operations support to multiple projects, working with the Senior Program Manager (SPMs) and/or Program Management Office (PMO). The PM-S will oversee daily support for operations and leads the planning, operations, knowledge management, operations support requirement management, logistics management, HR management, Talent management, Recruiting, marketing, reporting, and budgeting. PM-S will be responsible for coordinating program execution support with the PMO. Additionally, this individual will lead the AITC KSA Human Resources office as the KSA HR Director as well as the AITC KSA Recruiting office as the KSA Recruiting Director.
Responsibilities / Duties
  • Facilitate the definition of operational support for project missions, goals, tasks, and resource requirements; resolve or assist in the resolution of conflicts within and between projects or functional areas; develop methods to monitor project or area progress; and provide corrective supervision if necessary.
  • Responsible for assembling the project support staff; for their technical or functional development, performance, and/or termination during the project or projects.
  • Manage project support budget(s) and resource allocation(s).
  • Facilitate the definition of service levels and customer (internal and external) requirements. Interact regularly with existing or potential customers to determine their needs and to develop plans for improving operational delivery. Work cross-functionally to solve problems and implement changes.
  • Understand operationally and follow a defined, agreed upon project management methodology.
  • Present oral and written reports, defining plans, problems, and resolutions to appropriate levels of management.
  • Review goals, accomplishments, and overall team performance at key stages.
  • Provide mentoring and coaching to team members. Ensure overall project team and staff team training and development.
  • Able to recognize the customers (internal and external) and what are the customer’s needs: provide realistic expectations; establish specific customer satisfaction standards and actively monitor customer satisfaction.
  • Recognize problems or situations that are new or without clear precedent. Evaluate alternatives and find solutions using a systematic, multi-step approach.
  • Develop improvements and innovations to enhance performance.
  • Convey goals and objectives clearly and in a compelling manner; listen effectively and clarify information as needed.
  • Ensure that project status, issues and successes are communicated to project team, customer and all levels of management and documented appropriately.
  • Ensure open communication on the project team. Address delicate situations and handle conflicts in such a way as to maximize opportunity and minimize exposure to risk.
  • Create within the team a shared focus on the importance of achieving results. Create work standards for project; establish and define roles and responsibilities, specific outcomes, and clear measures for quality and success of the team.
  • Participate in the design and/or testing phases.
  • Anticipate consequences of actions, potential problems, or opportunities for change.
  • Set and meet realistic deadlines. Forecast changes and communicate current and projected issues.
  • Duties as assigned to include:
Knowledge Management
  • Training, Lessons Learned, IT Management Oversight (IT Security / IT assessment, analysis, operations, and maintenance)
Operations Requirements Management
  • Standardization of PMO reporting and presentations; communications and operations processes; and reporting/organizational structure. Maintains PMO policies and communications plan as well as internal customer badging/access (personnel and equipment).
Logistics Management
  • Oversees supply accounts; transportation contracts and assets; and housing allocations and processes. Appoints facilities managers.
HR Management / Performance Management / Talent Management
  • AITC KSA HR and Recruiting
  • Responsible for all personnel actions in KSA in cooperation with AITC’s US HR department.
  • Compare side-by-side 5D and AITC policies and processes and then work with 5D and AITC to establish similar or same processes.
  • Develop new employee orientation process, which includes additional onboarding requirements (initial in-country contact, CONUS HR synchronization, health and wellness briefings, etc.).
  • Work with AITC Chief of HR to improve the in-processing and onboarding process.
  • Work on employee retention with AITC Chief of HR.
  • Develop Performance Review Form.
  • Track initial 60-day review, then every 6 months if required - track Performance improvement.
  • Oversees evaluations program.
  • Conduct weekly hiring needs meeting with AITC Chief of HR. Coordinate, track, and report on open/required positions.
  • Develop JDs for posting open positions (once hired - develop detailed JD).
  • Review Resumes from applicants and advise if ok to move forward or not.
  • Promote referrals locally or with US contacts to fill open positions.
  • Suggest employees for promotion or transfer to other positions.
  • Organize and oversee interviews.
  • Oversee/conduct initial and recurring training.
  • Responsible for resource planning, personnel accountability (PERSTAT), & emergency POC consolidation.
  • PMO administrative services.
  • Employee incentives program.
  • Assists with KSA requirements (Absher, KSA gov relations, Tawakkalna, KSA sim card, etc.).
  • Oversees PMO marketing/communications plan (i.e., postings and quarterly newsletter), graphic production and support to internal customers, and translation of PMO products. Works with external customers on strategic marking and communications.
  • Weekly, bi-weekly, and monthly program updates to both internal and external customers.
  • Oversee operations support budget. Generates budget reports as required.

Minimum Requirements
  • Master’s degree in Business Administration or related technical field with 10 years of experience in Program Management. (Current Project Management Professional certification preferred)
  • Must have proven knowledge of information technology concepts and processes.
  • Demonstrated aptitude for effective leadership of staff.
  • Working knowledge of Microsoft Office suite products, including MS Project
  • Thorough understanding of project management phases, techniques, and tools:
    • Initiate
    • Prepare: definition/scope/requirements
    • Execute / Control: scope, workplans, resources, deliverables, Q/A, transition planning, etc.
    • Close: completion and assessment
  • U.S. Citizen with Secret clearance (active or eligible).
Preferred skills & knowledge
  • Operational and Support backgrounds with the US Military
  • Mission Support Group or Garrison Command time.
  • Familiarity with the Joint Travel Regulations (JTR).
  • Intimate knowledge of the region (Foreign Area Officer / International Relations assignments)
  • Top Secret (TS) or TS/SCI Security Clearance
  • Up to 20% travel can be expected.

  • Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers.

  • Must be able to walk long distances and travel for long period of times via aircraft.
