Job Description

The purpose of this document is to describe the position of HV Power Systems Manager in the Keolis MHI organization. The missions and activities described below are not exhaustive and may evolve to better suit the needs of Keolis MHI.

MAIN RESPONSIBILITIES:
  • Assist the Mechanical, Electrical & Plumbing Services Manager and collaborate with the Power Supply Engineers in the planning, budgeting, management and allocation of resources for all aspects of maintenance activities covering the power supply system.
  • Supervise and oversee all aspects of technical support activities pertaining to the section of Power Supply System including engineering and maintenance work management, design modification, system assurance, technical support, preparation of maintenance procedures and work instructions, coordination work of engineering and maintenance works planning, possession scheduling and timetable, health, safety, quality and environment requirements.
  • Carry out periodical inspection over the Power Supply System, paying special attention to critical areas of the railway, coordinate with Power Supply maintenance team for technical expertise support.
  • Act as a technical expert to provide suggestions and guidance to the Mechanical, Electrical & Plumbing Services team and the wider business to improve the existing procedures and work instructions, system modifications, new works planning and implementation.
  • Consult and coordinate with counterparts from the other technical disciplines to ensure that cross discipline impacts are properly addressed.
  • Follow the relevant procedures and work instructions to ensure compliance with Keolis-MHI Dubai Metro requirements.
  • Provide management back-up to the Power Supply System managerial staff during periods of leave and when required.
  • Provide training, technical support and guidance on Power Supply System maintenance within the Engineering & Maintenance Department and to the Keolis-MHI Dubai Metro organisation at large.
  • Carry out 24-hour on-call responsibility for incidents and emergency within its sections.
  • Maintain accurate maintenance records of Power Supply System, report to Mechanical, Electrical & Plumbing Services Manager of any safety critical damage to Power Supply System that require specific expertise in a timely and efficient manner.
  • Assist the Mechanical, Electrical & Plumbing Services Manager and other technical support staff with the implementation of complex systems and new projects related to Power Supply System and E&M facilities.
  • Perform shift and emergency duties when required.
  • Support the Systems Integration Manager with the configuration control of the Metro asset and with the programme of technical audits.
  • Conduct performance review, disciplinary and grievance for Power Supply Engineers and other Mechanical, Electrical & Plumbing Services staff as appropriate.
  • Perform and carry out duties as instructed/ directed by the Mechanical, Electrical & Plumbing Services Manager and the Engineering and Maintenance Director.
  • Technical, Financial and People Accountabilities \xe2\x97\x8f Meeting the Key Performance Indicators according to the targets agreed with the Mechanical, Electrical & Plumbing Services Manager.
  • Manage the Power Supply System technical support section to ensure outputs delivered are to an appropriate standard on time and within budget.
  • Maintaining the power supply and distribution system (high voltage).

  • Communicating with persons responsible for a Track Possession, Worksite or movements of rail vehicles within a Possession.
  • Establishing, supervising and removing a safe system of work to protect the safety of persons working on or near the track.
  • Practical training or the supervision of practical training in any of the tasks defined as safety critical. \xef\x82\xa4
  • Ensure compliance with the Keolis-MHI Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards.
  • Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Keolis-MHI non-disclosure policy.
  • To exercise personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions; reference SMS GSOP-HSE1-6 Keolis-MHI organisational HSE responsibilities.
  • Ensure compliance with all training requirements of Keolis-MHI and ensure adherence to these requirements at all times whilst in employment.
  • Report any accidents, incidents, breaches or potential breaches to appropriate management or the speak up process.
KEY SKILLS
  • Ability to use and calibrate various electrical and electronics test equipment and PC for the maintenance of power supply system.
  • Ability to write technical reports, routine business correspondence, prepare method statements and drawings as required.
  • Possess good communication skills and the ability to manage multiple tasks efficiently and work productively in a fast-paced, team-oriented environment.
  • Strong organisational skills, detail-oriented, and the ability to handle multiple priorities.
  • Highly motivated and flexibility to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies.
  • Ability to think laterally and analyse and assess a range of information.
  • Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardising human safety, quality and the committed performance targets.
  • Hold a valid UAE driving license with good driving skill and experience.
EXPERIENCE
  • Minimum 3 years relevant working experience in the design, testing and commissioning, maintenance of traction Power Supply System covering HV, 750V DC traction power supplies, stray current & EMC monitoring, lineside switches & isolators and sub-stations is preferable.
  • At least 5 years of supervisory and management experience with the ability to manage a technical support team with an aim to minimise the system unavailability and asset life cycle costs of the power supply maintenance assets.
EDUCATIONAL AND PROFESSIONAL QUALIFICATIONS
  • Ideally a degree holder or higher diploma in electrical engineering discipline or equivalent.
  • Professionally qualified with membership of a recognised engineering institution.
