Job Description

Job Purpose Direct and manage the PDHPP Project and provide technical support to internal and external stakeholders (e.g. production, maintenance and contractors) for development of systems, plans, design materials, procedures and other tools that defines the technical requirements for upcoming projects.

Key Accountabilities

Strategy Contribution and Implementation

Develops in consultation with the Chief Engineering Officer of company divisional / departmental strategy and supports effective cascading of the divisional strategy into department policies and procedures of all sections of Major Projects engineering (mechanical, electrical, civil, instrument & control and construction) in line with the overall business objectives of the Engineering Office Division. Provide engineering expertise and leadership for PDH&PP project Teams in order to develop, implement and follow-up the project packages including the Feasibility Studies, License Agreements, ITB's preparation, and FEED, the finalization of Detailed Engineering, and providing the engineering support during Construction, Pre-commissioning and final handover of the Projects. Define systems, plans, procedures, and staffing, in relation to Project and provide management and guidance to IPMT staff and Contractors for the development of the required systems, plans, procedures, contracts and other tools Creates framework, directs, and manages compliance of Project to codes and practices and best industry practices in industrial facilities and the petrochemical industry.People Management

Directs and manages the effective achievement of objectives through setting individual objectives, managing performance, developing, and motivating staff, provision of formal and informal feedback and appraisal in order to maximise subordinate and the overall performance. Directs the creation of a project work environment, supported by leadership on the project/program, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction. Provides management best practice elements for project as well as other proven initiatives as appropriate, performs the relevant activities as assigned (e.g., Teambuilding, Functional and Management Committees of Project, contractors, sponsors) and collaborate with the IPMT Senior Management in determining the performance improvement measures, risk mitigation measures (e.g., Incentives, HSEQ Improvement Initiatives, etc.). Makes recommendations to Chief Engineering Officer of key personnel for project assignments. Forms the technical interfaces with other disciplines/departments in the IPMT and provides/requires the necessary data. Provides support, input, and guidance and coordinates the project development and the execution by IPMT of the Project Phases for all the other project disciplines.Project Budgeting and Planning

Monitor the financial performance of a given project versus budgets so that areas of unsatisfactory performance are identified and rectified promptly, and potential performance improvement opportunities are capitalized upon. Support Chief Engineering Officer in establishing workflows, critical milestones by providing input to setting the detailed project execution plan in accordance with the project engineering budget and schedule. Support finance & accounting, tax payments, banking, permitting etc. for the company and periodic third-party fiscal audits and tax audits from government agencies Provide input for annual budget setting by preparing the project cost estimate and the Capex required. Prepare the risk management plan indicating the risk assessment and mitigation required.Project Engineering and Management

Exercise operational supervision over project team assigned to the project or portion of the project by managing, coordinating, and administering a portion of the Project from the conceptual stages through planning, engineering, procurement, construction, start-up, performance testing, initial operations, and contract closeout. Contribute to the pre-commissioning and commissioning stages of other department projects and ensures that spare parts list and interchangeability record is fully adequate and that maintenance routines are prepared in line with Maintenance management system. Support the development and deployment of project management standard tools, techniques and procedures Follow up the activities of the engineering consultants to ensure timely and cost effectively completion of Maintenance modifications and projects Update all documentation related to Systems, Equipment, Applications, and Procedures and ensures availability of all data including Vendors Specification, Spare Catalogues and Maintenance Manuals as well as Guidelines and Standing Instructions. Prepare tender packages, material specifications, evaluates technical offers and make recommendations on Vendor selection Supervise the development of budgets and schedules, manages performance, reports progress, and initiates action to assure program/project objectives and schedules are met and work is performed within budget and according to specifications. Responsible for specific section of a project execution, ensuring that the project phase portion is delivered within contract requirements, standards of quality and safety and to company performance expectations. Facilitate with project team the development, communication, implementation, update and continual use of the Project Execution Plan. Ensure that all required technical resources are available to ensure reliable and timely execution of all modifications and day-to-day technical support to operation sections. Support the management concept of Continuous Improvement among all project team members by providing leadership and guidance that will drive high performance project team. Ensure that all communications on the prime contract are documented. On behalf of the company, manage contractors on engineering and construction management projects for the portion assigned to. Promote the use of constructability reviews and design for safe construction and positive material identification during project execution. Obtain concurrence by the members of the project team, functional management and relevant stakeholder. Ensures integration of work plans of multiple execution units or entities.Contractor Selection & Management

Ensure proper and clear Division of Responsibility (DOR) between contractors and interfaces/stakeholders including development of integrated work processes, procedures, and methodology Provide input and coordinate the formation of contracts, including proposal technical and pricing strategies and preparing proposal evaluation strategies/plans. Participate in contract negotiations including the negotiations of deliverables and the schedule for such deliverables. Review and approve bid tabulations for commitments on all major purchase orders, contracts, and sub-contracts, and approves critical changes to these documents in accordance with the delegated commitment authority. Prepare and submit the final project report to senior management and the company. Closes out the respective contract.Project Monitoring and Controls

Monitor and control all contractual commitments to ensure that all work is being performed in accordance with the requirements of the contract, a trend program is in place and change orders and claims are processed in a timely manner. Review and approve project control systems, which measure progress/performance, provide early warning of deviations from plan, and identify corrective actions to be taken.Continuous Improvement

Lead the identification of opportunities for continuous improvement of systems, processes and practices considering global best practices", improvement of business processes, cost reduction and productivity improvementSystem Administration

Monitor the effective administration of SAP processes within the assigned section and adherence to SAP guidelines in all related aspects of annual and monthly planning, scheduling, master data management to ensure system/data integrity in line with defined company standards.Relationship Management

Develop and maintain effective business relationships with all relevant internal departments and external entities (such as stakeholders, government authorities, key stake holders etc.) with the highest standards of business ethics, whilst promptly attending to all critical issues in-order to ensure the services required by the organization are delivered in the most effective manner.Service Level Agreements

Drafts and seeks approval for the Service Level agreements between company and service providers, ensuring alignment to legislative standards and corporate governance framework.Committees

As a member of various committees assigned by the Chief Engineering Officer; review proposals, policies, strategies, projects, and new initiatives and provide expert advice and recommendations to the top management whilst actively engaging in sharing of best practices with internal and external counterparts to support optimum deployment of resources and achievement of high productivity levels and operational efficiencies.Policies, Systems, Processes & Procedures

Supports enhancement of departmental policy and procedures and develop/enhance procedures related to respective section, implement procedures and controls covering all areas of Major Project activity to ensure adherence and effective implementation. Prepares, approves or recommends approval of project procedures for engineering, as required.Quality, Health, Safety & Environment

Ensures compliance to all relevant quality, health, safety and environmental management procedures and controls to guarantee employee safety, compliance, delivery of high-quality products/service and a responsible environmental attitude. Ensures that Technical Risk Assessments are comprehensive and complete, safety practices and procedures are implemented, and engineering design and corresponding design documentation are in compliance with project Quality Assurance plan and procedures.Statements and Reports

Directs the preparation of timely and accurate departmental statements and reports to meet company's and department requirements, policies and standards.Related Assignments

Perform other related duties or assignments as directed. Qualifications and Experience

Bachelors degree in Chemical, Process or Mechanical Engineering or equivalent. 15 years of Senior Management working experience in Projects execution. Progressive work experience in project and staff design engineering, or other relevant types of engineering including start-up, field engineering or plant operation in large industrial plants, utilities, process plants or engineering/construction firms. Experience in determining scoping/developing and executing complex international mega-projects Job-Specific Skills (Generic / Technical)

In depth knowledge of products and company operational processes Quality Management System In-depth knowledge of downtime analysis and good knowledge of problem-solving tools General knowledge of mechanical/electrical engineering and industrial automation Ability of developing project phase execution plans and execution of project discipline plans In-depth technical knowledge of related engineering systems, engineering calculations, applications of engineering and construction methods and materials, and engineering application of computers Proficient knowledge of project engineering processes and procedures. Knowledge of industry/regulatory codes and standards and design criteria pertinent to the discipline Knowledge of related construction practices and the economics involved and current knowledge of new methods of design and construction. Proficient knowledge on planning, application, and coordination of 2-D and/or 3-D Computer Aided Design (CAD) design processes on a project Strong interpersonal, relationship building, negotiations Strong verbal and written communication skills Strong leadership, decision making skills Strong organizational commitment Strong knowledge in the development and implementation of policies and procedures Strong planning, organizing, conceptual, analytical and integration skills Strong mentoring, coaching & people management skills Projects and Finance Management.
