Context

Veolia Middle East will start a new contract, operate and maintain two industrial Waste Treatment Facilities (IWTF) in Ruwais (Abu Dhabi - United Arab Emirates) with around 200 employees.

An existing team of 80 employees, operating the facilities will be transferred and incorporated within the new operating team, 120 employees will have to be recruited to take over the facilities within 6 months.

The Hazardous Waste Treatment Facility (HWTF or BeAAT) includes TDU, deoiling tricanter, Stabilization, Class I and II landfill, PCT, mercury treatment unit, and Incineration lines with a capacity around 60 KTA;

The Natural Occurring Radioactive Materials Treatment Facility (NORM) is a new 6,5 KTA decontamination facility, including a high pressure water descaling system, incineration and encapsulation of ashes.

Two / third of the assets were commissioned in 2021 and some alignment works, process, procedures should be implemented to comply with Veolia standards.



The Operation Director is responsible for the operations, maintenance of Beaat and Norm. He / she implements, manages a safe, environmentally compliant plant that meets the site goals and provides service to its customers.

He / she reports to the General Manager.

Key responsibilities

Support the General Manager to settle the new company, review the operation and maintenance organization, implement and/or upgrade the procedures, participate to the employee recruitment.

Plan, organize, coordinate and manage operation activities for characterisation, acceptance, disposal of hazardous waste in compliance to all levels of environmental regulations and the Company policies and procedures.

Manage and direct preparation of master work schedules to reflect treatment/disposal capacities, available manpower, delivery dates of waste, etc.

Enforce all compliance, health and safety, and other relevant compliance issues in accordance with regulatory policies.

Develop and maintain methods of communication on schedule fulfillment, delays, and/or changes in treatment operations.

Direct and supervise facility workforce; sets priorities and assigns projects to facility personnel, ensuring effective use of employees to maximize daily/weekly output to meet operational objectives.

Establish and/or monitor operation budgets and implement controls to keep expenditures within previously approved budgetary limitations.

Participate in the development of the assets, operations and maintenance annual budget; participate in forecasting funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implements adjustments.

Participate actively in the implementation of all asset upgrade works (managed by the Technical Manager) that are defined with Veolia Business Support Team to comply with Veolia standards. It includes the delivery of engineering study, the scope of works, BOQ, tender documents and award, work supervision, commissioning.

Coordinate and/or provide training programs to ensure a high level of skill and proficiency among employees supervised and to conform with the Company health and safety guidelines as well as all environmental regulations.

Upgrade facility procedures and performance to optimum levels.

Prepare daily, weekly, and monthly operating reports.

Evaluate personnel and make recommendations for promotions and job re-assignments.

Provide incineration plant financial projections per request of management.

Ensure systems are in place for proper planning for all preventative maintenance activities to minimize downtime.

Final decision-maker for all waste approvals at the incineration plant.

Qualifications

Bachelor's degree in Engineering, preferably Chemical or Environmental

Eight to ten (8-10) years minimum experience in chemical waste or chemical processing industry with managerial and production operation required.

Hazardous Waste experience with Incineration performing a broad range of operational and maintenance planning activities.

Skills and Personal attributes

Excellent interpersonal and communication skills

Time management: the ability to organize and manage multiple deadlines

Strong supervisory and leadership skills

Must be fluent in English, Arabic language is not necessary but is a plus.
