About Operational Rigour Corporate Bank (CB) Operational Rigour is an end-to-end global risk and governance function accountable for:
  • Evolving and maintaining a robust control environment that supports CB in achieving its growth strategy and an excellent client experience
  • Sharing best practice and improving further the way we manage risk across our business
  • Oversight across end-to-end processes in terms of risk and controls in relation to the front office business teams and the products we support

The team is responsible for governance and operational rigour across all Corporate Banking covering:
  • International Corporate Banking (ICB): an international Coverage team comprising International Corporates, The Financial Institutions Group (Banks, Funds, FinTech, Insurance and Alternative Finance) and CB in all non-UK presence locations.
  • UK Corporate Banking: a UK Coverage team comprising Mid-Corporates, Large Corporates, Real Estate and Public Sector clients.
  • Transaction Banking: a Product function comprising Digital Banking, Foreign Exchange, Liquidity, Transactions (Payments) and Trade & Working Capital.
  • Wholesale Lending: a Productfunction comprising Debt Finance and Asset Finance
  • Regulatory Relations: horizon scanning, impact assessments, regulatory advocacy and governance management for regulations that are relevant to CB.

Overall purpose of role

The role will lead/support the APAC & ME Operational Rigour initiatives spanning the CB Business Units noted above. Specifically:
  • Partner with the APAC and ME Business Country Heads and the regional Head as well as TB and Segment Leads to manage the risk & control oversight of the International Corporate Banking, Transaction Banking and Wholesale Lendng business across the Asia Pacific and Middle East juristictions covering both Product and Coverage activities.
  • The role will have strong focus on the two primary juristicstions that are full service booking loations and platforms (UAE and India).
  • Support in achieving strategic objectives by driving the risk and control agenda
  • Key enabler in embedding Enterprise Risk Management Framework (ERMF) that promotes strong management control awareness and risk ownership across the business
  • Create and deliver a systematic approach to framework oversight when delivering critical activities
  • Simplify, standardise and automate processes and controls to ensure continuous improvement, efficiency and consistency
  • Managing and addressing growing customer, stakeholder and regulatory expectations as well as the strategic build out of the region in line with the growth plans.
  • Own and support the governance model across the region.

Key Accountabilities Operational Rigour activities
  • Day to day oversight \xe2\x80\x93 Coverage and Product within APAC & ME
  • First stage escalation for issues and concerns from the business
  • Engage in key operational rigour (risk and control) activities, such as risk events, issues management, dispensations, waivers and breaches, locally tailored solutions oversight
  • Regulatory exam oversight and support
  • Framework and inventory oversight and development
  • Governance & control related projects and initiatives
  • Change-aligned programme support
  • Local, regionally or bank-wide control related projects
  • Maintain and enhance control inventrory (support design, implementation and retirement of controls)
  • Identify and respond to control gaps and weaknesses, working with the business to address
  • Suport the globally aligned RCSA structures in line with evolving business
  • Identify gaps, weaknesses, inefficiencies and opportunities for improvement. Drive change directly or in partnership with the business and broader stakeholders
  • Identify read-across opportunities for synergy and automation
  • Lead in standardisation, globalisation and simplication
  • Operatin in a check and challenge capacity

Stakeholder Management and Leadership
The coordination and influencing of key stakeholders throughout the assessment, management and implementation of regulatory changes. Key requirements include, but are not limited to:
  • Build and maintain strong stakeholder relationships across APAC & ME, business verticals, Transaction Cycles and the wider BBPLC
  • Strong coordination of stakeholder input including specialist functions (Compliance, Fincrime, Legal) and Corporate Banking coverage (Transaction Banking Origiantion and Product Management as well as ICB and WL Coverage) at Director and Managing Director level.
  • Lead projects or workshops, facilitate decision-making governance forums to make key decisions, leverage relationships in order to build consensus and facilitate regulatory risk decisions.
  • Utilize strong verbal and written skills to present with a high degree of credibility to Senior Management.
  • Deliver technical regulatory thought leadership and demonstrate strong powers of persuasion to get buy-in and deliver for strategic regulatory initiatives.
  • Shape the approach and lead the implementation of the CB-wide regulatory control initiatives
  • Coordinate with other regulatory functions across the bank to deliver the highest standards of regulatory analysis.
  • Work to build connections cross-border, leveraging global resource and expertise, ensuring the correct stakeholders are engaged from across the business.
  • Recognize and act upon changes required to align with the growth of the business.

Decision-making and Problem Solving
  • Exceptional technical and analytical skills in order to interpret and support in solutionising lengthy and complex product challenges, regulatory changes and client related business activities \xe2\x80\x93 across a wide-range of topic areas, including the ability to make connections between seemingly disparate regulations and apply these to individual businesses practices and models \xe2\x80\x98on the ground\xe2\x80\x99.
  • Apply an analytical and detailed approach to effectively manage inputs from across Corporate Banking to conduct regulatory requirements assessment against controls and practices in order to provide pragmatic, commercially aware solutions to business stakeholders
  • Think creatively, globally consistently and apply pragmatism to develop regulatory solutions in coordination with stakeholders that enable Corporate Banking to remain compliant with regulations whilst reducing the effort required on behalf of the front line staff.
  • Exceptional senior stakeholder management skills as well as communicaiton and presentation skills

Risk and Control Objective Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards
Person Specification Professional/Technical Experience and Skills The ideal candidate will have:
  • Financial services experience with knowledge and experience of Corporate Banking products and the financial services regulatory environment.
  • Knowledge of the Barclays and Corporate Banking governance frameworks, policies and procedures.
  • Exceptional stakeholder management skills and experience of engaging with senior management teams.
  • Ability to analyse data and provide insightful and actionable findings.
  • Senior experience in process improvement and performance control.
  • Previous experience or knowledge of risk management, process and controls design, audit methodology and management is a must.

  • Ability to analyse data and provide insightful and actionable findings.

  • Excellent written and verbal communication skills: proven ability to communicate complex technical ideas and plans to a wide range of stakeholders enabling them to make strategic decisions; ability to convey (internally or externally) significant and nuanced messages with tact and diplomacy.
