Job Summary

IK Liquids to Chemicals Development, a renowned company expert in the chemical business, is currently engaged in the development of production, shipping, and marketing of refined products, liquid chemicals, and solids chemicals as an alternative route-to-market for their oil and gas resources. The Oil & Chemical Industry Utility Engineer plays a crucial role in the organization by overseeing all utility design aspects, conducting comprehensive technical and commercial assessments for utility systems, and collaborating with various project teams to establish plans, design basis, philosophies, and strategies for projects. The Utility Engineer also serves as a technical consultant and subject matter expert whenever needed.

Responsibilities:
  • Conduct technical and commercial assessments for utility systems to explore possible outsourcing to 3rd parties.
  • Review plans and deliverables for new integrated refinery and petrochemical projects to ensure compliance with standards and industry codes.
  • Work with project organizations to develop plans and design basis for utilities projects.
  • Review project design for utility systems, including Cogeneration, Desalination, CO2 Capture System, Waste Water Treatment, Hydrogen Manufacturing, Air Separation Unit, etc.
  • Interact daily with different organizations to understand and address their needs related to utility systems, infrastructure, and supply chain.
  • Develop utilities design philosophy and strategy.
  • Participate in preparing philosophy for OSBL/ISBL interconnecting pipelines, including feedstock cross-country pipelines.
  • Perform full lifecycle reviews of utility-related designs.
  • Act as a technical consultant and subject matter expert when required.
  • Review and analyze documents related to various utility systems and supplies.
  • Participate in reviewing energy and hydrogen utilization reports, as well as CO2 reports.
  • Review and analyze high-level interface management plans with tenants and other stakeholders.
  • Analyze and review documents related to utility, infrastructure, and supply chain aspects.
  • Ensure Company Land Use Permit (LUP) approval for targeted project lands and collaborate with government authorities.
  • Define marine berths, polymer logistics systems, area tankage, and olefin grid network for tenant projects.
  • Support infrastructure planning for Hydrogen hub and CO2 delivery to underground sinks.
  • Participate in developing site construction plans, including logistics, waste management, and temporary facilities.
  • Review site preparation surveys and geotechnical tests.
  • Review Geotechnical/Geophysical surveys for selected pipeline corridors and assets.
  • Collaborate on supply chain procedures, including inventory management, warehousing, automation, and distribution.
  • Collect and interpret analytical and performance data to determine supply chain Key Performance Indicators (KPIs).
  • Develop and implement a comprehensive supply chain strategy for integrated refinery and petrochemical complexes.
Requirements:
  • This role required candidate to permanently relocate at Dhahran, Saudi Arabia.
  • Bachelor\'s degree in engineering, such as Civil Engineering, Electrical Engineering, Chemical Engineering, or Mechanical Engineering.
  • At least 15 years of experience, preferably in the oil and chemical industries.
  • Excellent communication skills, particularly in English, and preferably in other languages.
  • Strong negotiation skills and a solid commercial/business acumen.
  • Knowledge of refining and petrochemical processes and associated utilities and services.
  • Strong knowledge of various utility systems, including power steam generators, gas generators, power components (transformers, generators, transmission lines, substations, etc.), cogeneration, air separation unit, instrument air system, waste water treatment and management, cooling towers operation, hydrogen manufacturing unit (SMRs and others), and storage tanks operation.
  • Familiarity with Utility Corridors (Power, Water, Sea Cooling, Pipelines, Roads, etc.).
  • Knowledge and experience in outsourcing utility systems to 3rd parties and developing key business principles, memorandums of understanding, supply agreements, commercial structures, tariffs/pricing formulas, etc.
  • Knowledge of supply chain operation and management in refineries and petrochemical complexes, including marine terminals, jetties, berths, logistics hubs, liquids and solids handling centers, in-bound and out-bound pipelines, rail systems, trucking, intermediate storage tanks, warehouses, packaging, extrusion, etc.
  • Experience in participating in prefeasibility/feasibility studies, as well as pre-FEED/FEED design phases for refinery and petrochemical projects, and EPC studies.
  • Knowledge of shared/common services supporting refinery and petrochemical projects, such as buildings, control rooms, laboratory, fire stations, fire water system, telecommunications, housing, and community facilities.
  • Experience in running economic models and understanding/analyzing financial and economic metrics of projects, including IRR, NPV, PI, cash flow analysis, EBITDA, etc.
  • Strong commercial/business experience, including negotiating agreements such as Memorandum of Understanding (MOU), supply agreements, joint development agreements, definitive agreements, and other commercial aspects for utility systems, infrastructure, and supply chain of refinery and petrochemical projects.
