Reporting to the Manager, Health & Safety, the Officer, Health & Safety role is responsible for identifying hazards, assisting in the development of controls and providing support, audits, drills, training, and education to ensure that the facility is a safe environment for staff, patients/residents, contractors and visitors. Ensuring compliance with the hospital Occupational Safety and Health Management System (OSHMS).
Responsibilities
Demonstrate leadership in the development, implementation and maintenance of an appropriate OSHMS
Provide specialist advice and support to senior management regarding the management of workplace hazards and risks
Ensure OSH performance monitoring system is in place to ensure the effectiveness of injury prevention and risk management policies and procedures
Ensure effective two-way communication between senior managers and the OSH department
Ensure that OSH programs are consistent with Amana Healthcare policies and procedures
Provide technical advice to all staff regarding OSHMS activities
Support and provide guidance in risk assessments to identify and evaluate occupational hazards & risk
Coordinate with Infection Control & Prevention department for reporting of Occupational Illness and Injuries and other infection control KPIs
In conjunction with the Education Coordinator (EC), develop & deliver training/educational programs related to occupational safety & health topics.
In conjunction with the Facility Coordinator (FC), coordinate the scheduling of drills for all codes for emergency/disaster.
Planning and undertaking emergency mock drills for all codes (e.g. fire & evacuation drills), identifying any corrective actions plans.
The undertaking of Orientation and Mandatory training in relation to OSH topics.
Assist the Facility Coordinator with the maintenance of Civil Defence Fire certificate.
Assisting with the coordination of the emergency preparedness program, ensuring that staff is competent with equipment and procedures.
Acting as a resource for staff in OSH and raising awareness among staff members.
Working in a close coordination with the Facility Coordinator and the Management of Environment & Occupational Safety and Health (MSE/OSH) Committee in collecting and disseminating safety information related to hazardous materials, personal protective devices, and safe work practices.
Collaborating with other departments to identify and reduce safety risks for staff, residents, and visitors.
Participating in and providing guidance for safety improvement projects.
Utilizing the FOCUS PDCA methodology for performance improvements in relation to safety improvements.
Investigating OSH incidents and near misses to determine the root causes, trends, and adequacy of precautions and training.
Recommending revision of current training programs, development of new training programs and process redesign or new equipment to lessen accidents, incidents, and injuries.
Reporting of incidents to DOH/DHA OSHMS department in accordance with mandatory reporting requirements and required to follow up.
Performing other applicable tasks and duties as assigned.
Participating in OSH Audits required and assisting with completion of the recommended corrective actions.
Performing both scheduled and unscheduled audits to identify opportunities for improvement, distributing reports and completing the follow-up to ensure corrective actions are taken.
Facilitation of 3rd Party Compliance Audits within the organization in relation to OSH aspects.
Development and maintenance of the applicable registers and programs in accordance with OSH requirements (Risk Register, Legal Register etc.)
Undertake scheduled Inspections in conjunction with Senior Management.
Identifying areas for Emergency response plan improvement.
Assisting in the maintenance and revision of emergency response plans and procedure.
Investigating and thorough follow up, assisting all departments with corrective actions where identified.
Assisting departments to develop department specific action plans.
Qualifications
Required:
Bachelor Degree in Environmental Health or OccupationalSsafety and Health.
Two years to four (2-4) years\xe2\x80\x99 relevant experience in a healthcare environment.
OSH Practitioner Registration as per OSHAD-SF Mechanism 8.0- OSH Practitioner Registration, OSHAD-SF, v 3, 2016.
Maintenance of professional registration and work towards upgrading OSH Practitioner Grade.
Proficiency with Microsoft Office suite.
Fluency in written and spoken English.
Desired:
Auditor Training/Qualification.
NEBOSH certificate, Lead Auditor OHSAS 18001:2007 Certified.
with a valid Qudorat Registration under OSHAD- SF with Grade \xe2\x80\x9cA\xe2\x80\x9d.
