Job Description

The Multinational Logistics Operations Manager will assist and provide Sustainment feedback to the G4 cell with the developing, updating and implementation of local and theater policies and procedures concerning distribution operations for all Classes of Supply quarterly. Additional Responsibilities Include, but are not Limited To:
  • Assist the Theater Support Command GCSS-A Sustainment Cell Property Book Lead with monitoring theater priorities for all Classes of Supply weekly.
  • Maintain, review, and update continuous liaison points of contacts with other staff directorates, contractors, commands, and coalition nation liaisons within the AOR monthly.
  • Attend staff meetings and provide concept of support estimates and analysis per organization battle rhythm to maintain situational awareness of the combat and logistics operations and priorities within the AOR.
  • Assist and provide oversight to Theater Support Command GCSSA Sustainment Cell Property Book Lead with maintaining uninterrupted operations of material flow of Class I through Class X Classes of supply weekly.
  • Assist the Theater Support Command GCSS-A Sustainment Cell Property Book Lead with managing and maintaining uninterrupted operations of all Class I through Class X material flow at the Defense Reutilization and Marketing Office (DRMO) weekly.
  • Track and validate equipment loaned to Coalition Forces under Sponsor Unit’s durative Department of Defense Activity Address (DoDAAC), and maintenance costs through that Unit Identification Code (UIC) through the Theater Support Command GCSS-A Sustainment Cell Property Book Lead Bi-weekly.
  • Respond to customer requirements through the Theater Support Command GCSS-A Sustainment Cell Property Book Lead daily for standard, non-standard, and irregularly produced data output and analysis, such as: Global Combat Support System-Army (GCSS-A) Authorized Stockage List (ASL) Management, Receipt Operations, Requisition Processing, Demand Accommodation and Satisfaction, Critical Item Stock Status across the theater, ASL Stock Status and Critical ASL Stock Status for key Supply Support Activities (SSA), Available Balance File dump for SSAs and MROs, and Summarized Statistics on key SSAs.
  • Conduct logistics research weekly to perform trend analysis and present information using the following websites: GCSS-A, Army Electronic Product Support (AEPs), WEB Visual Information Processing System (WEBVLIPS), Logistics Information Warehouse (LIW), Department of the Army Integrated Logistics Analysis Program (DA ILAP), Federal Logistics Database (FEDLOG), Global Transportation Network (GTN), Radio Frequency In-Transit Visibility (RFITV), and United States Army Publishing Agency (USAPA).
  • Develop, analyze and report monthly trend analyses to the Theater Support Command GCSS-A Sustainment Cell Property Book Lead that enhance Integrated Distribution Lanes to improve Requisition Wait Time (RWT) and minimize double handling of materiel in theater.
  • Analyze and provide recommendations for proposed changes to logistics automation and material distribution policies and business processes to determine potential impacts on USARCENT and coalition partners Theater Support Command GCSS-A Sustainment Cell Property Book Lead.
  • Produce and disseminate Excess Management Metrics Report and Detailed Customer Wait Time (CWT)/Requisition Wait Time (RWT) Metrics for Intra-Theater Referrals every quarter to the Theater Support Command GCSS-A Sustainment Cell Property Book Lead.
  • Provide updated and accurate open DoDAACs/UICs and LOAs from all classes of supply assistance to military DoDAAC Managers at Camp Arifjan, Kuwait and the MCP at Shaw AFB, SC Bi-weekly.
  • Assist the Theater Support Command GCSS-A Sustainment Cell Property Book Lead actions to properly close all classes of supply DoDAACs of units leaving theater in compliance with the command policy weekly.
  • Assist Supply and Services section in processing Exchange Pricing requests through GCSS-A weekly. 5.4.16. Review and provide executive level analysis to the Theater U.S. Army Central (USARCENT) Staff Augmentation Contract Update: April 2022 26 Support Command GCSS-A Sustainment Cell Property Book Lead and USARCENT G4. Assist with developing plans to ensure Logistics operations becomes more efficient, provide recommendations to support Theater G4 SOPs and policies, and directives focusing on logistics support to coalition nations.
  • Update, convert and provide complex logistical data into General Officer (GO) level Power Point per section battle rhythm.
  • Review and assist in the development of logistical doctrine, Tactics, Techniques and Procedures (TTPs), especially as it relates to multination logistics.
  • Prepare standard products to the Theater Support Command GCSS-A Sustainment Cell Property Book Lead to include talking points, information briefs, information papers, briefings, memorandums, messages, and FRAGOs in accordance with (IAW) USARCENT standards Bi-weekly, in order to provide specific logistics information to GO level personnel.
  • Provide support on deliberate planning and crisis planning efforts, as well as assist with the Military Decision-Making Process (MDMP) with the TSC G4 cell monthly.
  • Review and coordinate with USCENTCOM, USARCENT, DLA, Army Materiel Command (AMC), and/or other organizations on logistics operations and/or as it relates to logistics requirements Bi-weekly.
  • Serve as SME in logistics operations and contingency planning and/or multinational logistics operations and the specific multinational programs, such as: Acquisition and Cross-Servicing Agreements (ACSA), NDAA Section 1207 Authority (Coalition Operational Needs Statement (CONS)), Foreign Military Sales (FMS), Excess Defense Articles (EDA), Foreign Excess Personal Property (FEPP), Foreign Excess Real Property (FERP), Lift and Sustain Authority, etc.
  • Generate and managed Form 1-3a in ACSA Global Automated Tracking and Reporting System (AGATRS) upon taking the position.
  • Coordinate directly with Coalition Partners for amendment and final completion of the Form 1-3a immediately upon assuming your role.
  • Serve as the ACSA point of contact for USCENTCOM AOR ACSA requirements.
  • Facilitate between multiple entities (USCENTCOM, DAG4, 408th CC, ASG-KU and subordinates, KMOD, Coalition Partners, 1st TSC, DLA, 402nd, etc.) to create and compile AGATRS cost and usage reports for the entire USCENTCOM theater Bi-weekly.
  • Maintain accurate and complete historical files to enhance property accountability and prepare for inspections or audits as required per USARCENT G4 Policy.
  • Provide financial analysis, projections, recommendations and advice on the production of documents of logistics activities, processes, procedures, and policy to the TSC G4 and USARCENT G4 PBO monthly.
  • Provide advice on complex logistical and financial data to support executive level briefings Bi-weekly to the TSC G4/ USARCENT G4.
  • Assist in mission analysis and causative research to provide GO level products on specialized logistical topics to the Theater Support Command GCSS-A Sustainment Cell Property Book Lead, TSC G4, and the USARCENT G4 Bi-weekly.
  • Assist in providing decision metrics and strategic financial/logistical courses of action for optimal Theater support to the Theater Support Command GCSS-A Sustainment Cell Property Book Lead, TSC G4 and the USARCENT G4.
  • Maintain a historical archive and situational awareness staff estimate capability utilizing proper document management skills for storage and version control at a minimum of five years.
  • Maintain the document library on SharePoint, when available, as the authoritative source for executive level products within 21 days of assuming the position.
  • Assist in developing courses of action for managing and coordinating Rapid Fielding Initiative equipment and Army Direct Ordering (ADO) materials with the Theater Support Command GCSS-A Sustainment Cell Property Book Lead and the USARCENT G4 PBO 14 days upon assuming the position.
  • Oversee the movement, distribution, and storage of materials and inventories.
  • Resolve problems concerning transportation, logistics systems, imports or exports, or customer issues.
  • Maintain metrics, reports, process documentation, customer U.S. Army Central (USARCENT) Staff Augmentation Contract Update: April 2022 28 service logs, or training or safety records.
  • Coordinate comprehensive logistical or reverse logistical functions for item life cycles, including acquisition, distribution, internal allocation, delivery, recycling, reuse, or final disposal of resources.
  • Provide recommendations for ways to improve efficiency or minimize costs and readiness impact of logistics activities.
  • Assist with proposal development, if necessary.
  • Perform other duties, as assigned.
